Suwon City Operates Delinquent Collection Task Force Year-Round... Targeting High-Amount and Malicious Delinquents
The city of Suwon in Gyeonggi Province will operate the ‘Delinquent Tax Collection Task Force’ year-round to intensively track high-amount delinquent taxpayers and chronic delinquent vehicles (known as Daepocha) and collect overdue taxes.
Since this month, the Delinquent Tax Collection Task Force has conducted home searches targeting high-amount habitual delinquent taxpayers who deliberately evade tax payments through asset concealment and sham divorces. As of the 26th, they have identified 15 high-amount delinquent taxpayers, collected 60 million KRW in cash, and seized 7 valuable items such as precious metals on-site. Additionally, two parcels of tax-secured land will be auctioned to recover the delinquent taxes.
Starting in April, the task force investigated 187 suspected Daepocha vehicles using big data, including mandatory insurance subscription records, and identified 17 vehicles, collecting 11 million KRW through auction and other measures. Furthermore, they collected 183 million KRW from 669 chronic delinquent vehicles through enforcement actions and continuous collection efforts.
The task force is also researching new collection methods for large trust open shopping centers (such as outlets and shopping towns).
Since large trust open shopping centers (outlets, shopping towns, etc.) lack clear division of individual stores, making auctions impossible, the task force is reviewing auction cases, private transactions, and recent precedents, and is in continuous consultation with the Korea Asset Management Corporation. Through these efforts, they have collected a total of 87 million KRW since August.
This successful auction case was recognized for its excellence at this year’s Gyeonggi Province Capacity Building Best Practice Presentation Contest and received the Governor’s Award.

A Suwon city official stated, "The Suwon Tracking Task Force will continuously track and crack down on Daepocha, the lawless vehicles on the road," and added, "We will relentlessly pursue all concealed tangible and intangible assets of habitual delinquent taxpayers to collect the overdue taxes."
