Changwon Area Gyeongnam Provincial Assembly Member: "Jinhae New Port ICD Construction Will Fill the Lack of Hinterland Complex"
Members of the Gyeongnam Provincial Assembly, including district representatives from the Changwon area and proportional representatives, have called for the construction of an Inland Container Depot (ICD) within Jinhae New Port.
On the 24th, Assemblyman Park Chunduk and others held a press conference in the provincial assembly briefing room to emphasize the necessity of building an inland container depot at Jinhae New Port.
An Inland Container Depot (ICD) is a container yard constructed in industrial areas convenient for linking port terminals and inland transportation means, or a container customs clearance base that also provides customs clearance functions for container cargo.
At these facilities, traditional comprehensive logistics functions such as loading and unloading, storage, packaging, and transportation are performed alongside customs clearance and information services for import and export cargo.
In South Korea, ICDs are currently operated in Uiwang, Gyeonggi Province, and Yangsan, Gyeongnam Province.
Among them, the Yangsan ICD, which handles containers traveling to and from Busan Port, is approaching the expiration of its lease contract with the Ministry of Oceans and Fisheries in 2030. Recently, Yangsan City included development plans for the Yangsan ICD in the 2040 Yangsan Urban Master Plan (draft).

On this day, the assembly members argued that the current policy of creating a hinterland complex through reclamation of dredged soil in the sea area, as proposed by the Ministry of Oceans and Fisheries, is insufficient to cover the shortfall in supply area compared to the demand area of the Jinhae New Port hinterland complex by 2030.
They emphasized that to resolve the shortage of the hinterland complex and establish a high value-added port logistics industry, a 500,000-pyeong scale Jinhae New Port ICD must be constructed on the outskirts of Jinhae, which leads into the new port.
“The competitiveness of a port hinges on the activation of its hinterland complex,” they said, adding, “Considering the absolute shortage of land available for port support facilities in the Jinhae area, special measures are necessary to meet the logistics demand at the time of the completion of Jinhae New Port in 2040.”
They continued, “Gyeongnam Province has plans to create logistics air cities in three zones?Gimhae area, Changwon Jinhae area, and Geoje area?in preparation for the opening of Jinhae New Port and Gadeokdo New Airport,” and added, “The plan to build an inland container depot (ICD) should be included in this initiative.”
They also stated that a strategic key point should be selected where maritime transport means such as ships and inland transportation means such as railroads can be linked to facilitate multimodal transport.

They said, “We hope that Gyeongnam Province, which continuously conveys inland area development opinions to the Ministry of Oceans and Fisheries, will proactively propose ICD construction plans and actively participate in public projects,” and “We urge the Ministry of Oceans and Fisheries to construct the Jinhae New Port ICD to prepare for future demand in the Jinhae New Port hinterland complex.”
