Ministry of Land, Infrastructure and Transport Announces Results of 'Comprehensive Survey' of 427 Sites

In apartments with flat slab structures where the private sector conducted the projects (ordering and construction), no poor construction such as omission of shear reinforcement was found.

The Ministry of Land, Infrastructure and Transport announced on the 23rd that after conducting a full inspection of 427 private flat slab structure apartment complexes submitted by local governments over two months starting from August 3, no poor construction that could cause safety issues was identified.

The inspection targets included a total of 427 complexes, consisting of 139 complexes completed since 2017 and 288 complexes currently under construction. Among these, 378 complexes were private apartments, and 49 complexes were public sale and rental housing ordered by local housing and urban corporations such as Seoul Housing and Communities Corporation (SH) and Gyeonggi Housing and Communities Corporation (GH), excluding LH. There were 153 complexes where the flat slab structure was applied to residential buildings, and 265 complexes where it was applied only to underground parking lots.

This flat slab structure inspection included not only underground parking lots but also residential buildings. However, apartments that were essentially wall-type structures because the flat slab was applied only to a small portion were excluded from this inspection.

One complex that had not started construction was found to have omitted shear reinforcement in the design documents, but it was confirmed that a preemptive design correction was made before construction began.

The inspection was conducted by inspection companies for each complex, starting with a review of the design documents, followed by on-site inspections to verify whether the shear reinforcement was properly installed, and the results were verified by the Korea Agency for Infrastructure Technology Advancement. Among the 288 completed apartment sites, 121 inspections were conducted with the direct participation of residents.

For complexes under construction, the ordering party bore the inspection costs, which were included in the construction costs, while for completed complexes, the construction companies bore the costs. For two completed complexes where it was difficult to bear the costs due to reasons such as bankruptcy or insolvency of the project entity or construction company, the Korea Agency for Infrastructure Technology Advancement covered the costs.

Won Hee-ryong, Minister of Land, Infrastructure and Transport, stated, “We are fundamentally preparing measures to strengthen safety at construction sites so that the public can safely reside in apartment complexes, and we plan to announce them soon.”
