Busan City will fully activate a zero-accident safety management system to ensure the 18th Busan Fireworks Festival, scheduled for November 4, is held without any safety incidents.
On the 19th at 3 p.m., the city announced that it will hold a Safety Management Committee meeting in the main conference room of City Hall to review the "18th Busan Fireworks Festival Safety Management Plan."
The Safety Management Committee is an organization established to deliberate and coordinate matters related to regional disaster and safety management.
This Safety Management Committee meeting is being held to systematically manage the safety of the fireworks festival, which takes place across multiple areas, by adjusting the safety management plan review body from the district level to the city level.
In April, the city successfully conducted the 2030 Busan World Expo bid fireworks show, which attracted 700,000 people, through meticulous safety management via the city’s Safety Management Committee.
At this Safety Management Committee meeting, 41 members including Chairman and Mayor Park Hyung-jun, heads of disaster management agencies in Busan, the Police Commissioner, military unit commanders, and private safety management experts will attend to thoroughly inspect the safety management plan for the 18th Busan Fireworks Festival and strengthen the cooperation system among related organizations.
Since the fireworks festival is expected to attract over one million people due to the holiday season and weekend timing, the city has prepared an enhanced safety management plan.
More than 6,300 safety management personnel, including city and district officials, firefighters, police officers, professional security staff, Marine Corps veterans association members, exemplary drivers’ association, distinguished courteous taxi drivers, Busan Transportation Corporation and Busan Facilities Corporation staff, and volunteers will be deployed around the event area. Notably, 900 professional security personnel?double the number from last year?will be strategically assigned to conduct professional and systematic safety management.
Additionally, tall police officers will be deployed at 10 major bottleneck points to play a key role in crowd safety management during congested situations. Six LED vehicles for congestion guidance will also be stationed to promote safe viewing.
Starting November 1, an on-site comprehensive situation room will be operated to maintain on-site safety management readiness, and from November 2, the city, districts, and government will jointly inspect the implementation status of the safety management plan, focusing on safety management through systematic preparation.
Mayor Park Hyung-jun stated, “Safety is the top priority in all matters. Only by preparing to an excessive degree can we truly feel secure regarding safety issues.” He added, “Through this Safety Management Committee, we will not only create a fireworks festival where citizens can enjoy with peace of mind but also showcase Busan’s capacity for managing large-scale events to the world ahead of the decision on the 2030 Busan World Expo bid at the end of November.” He further urged, “I once again ask all related organizations to do their best in their respective positions to ensure that not a single safety accident occurs until the fireworks festival concludes.”
To ensure smooth festival progress, the city will implement traffic control starting October 30.
From October 30 to November 5, partial lane closures on Gwangandaegyo Bridge will be enforced to install and dismantle structures, lighting, and decorations.
On the event day, November 4, the upper deck of Gwangandaegyo Bridge (toward Nam-gu) will be closed from 4:30 p.m., and the lower deck (toward Haeundae) from 7:30 p.m. Traffic control will also be enforced in sections around the Gwangalli event area.
