Meeting with Social Welfare Officials, Kim Dong-yeon: "14 Million Residents Are Eligible for 'Anyone Care'"

On the 18th, Governor Kim held a ‘Matson Talk’ by inviting 350 social welfare officials from 31 cities and counties to the Gyeonggi Provincial Government auditorium, emphasizing this point.
Governor Kim said, "We have named the three major care policies to be promoted in Gyeonggi Province as ‘360° Dolbom (360-degree Care)’," and explained the vision and policies of one of them, ‘Nuguna Dolbom’.
He added, "What our society must pursue most now is sustainability. While we need to promote economic development and make investments, I believe society can only be sustainable if the community cares together. The direction of welfare pursued by Gyeonggi Province is not about giving charity but investing in society so that all 14 million residents can be beneficiaries of welfare," emphasizing the purpose of ‘360-degree Care’.
360-degree Care is a comprehensive care policy by Gyeonggi Province aimed at eliminating blind spots in care.
The 360-degree Care consists of three major policies: ▲ ‘Nuguna Dolbom’ (Care for Everyone), which supports all residents in crisis regardless of age or income ▲ ‘Eonjena Dolbom’ (Care Anytime), which provides emergency care at any desired time for families needing child care ▲ ‘Eodina Dolbom’ (Care Anywhere), which offers customized care for people with disabilities at institutions, homes, nights, and weekends.
Among these, ‘Nuguna Dolbom’ is a project that supports residents with care services by filling gaps in existing care across various fields such as daily care, housing safety, and psychological counseling. It includes a basic type consisting of daily care, accompaniment care, housing safety, meal support, and temporary protection services, and an expanded type that adds home medical care and psychological counseling services.
The service support cost is around 1.5 million KRW per person annually. Any resident can receive services in their city or county of residence, but those with income below 120% of the median income receive services free of charge, those between 120% and 150% receive 50% support for usage fees, and those above 150% pay out-of-pocket.
For example, if someone becomes physically uncomfortable due to a sudden accident and applies for ‘daily care,’ they can use services such as assistance with moving to the restroom, meal preparation, and dishwashing for up to 15 days per year (up to 4 hours per day) at a rate of 16,190 KRW per hour (based on the elderly long-term care home visit fee standard).
Gyeonggi Province is currently accepting applications from cities and counties to implement the project and will select them by the end of this month after comprehensively reviewing their willingness, capabilities, and regional characteristics.
The province plans to announce detailed plans for ‘Eonjena Dolbom’ and ‘Eodina Dolbom’ within this year.
Meanwhile, during the Matson Talk, social welfare officials freely discussed difficulties, suggestions, and rewarding aspects they experience in the field.
An official from Namyangju City suggested having time for welfare officials to openly share their work-related difficulties, and an official from Dongducheon City proposed employee awards for the 360-degree Care project.
In response, Governor Kim said, "Honestly, when announcing 360-degree Care, I was worried that your workload might increase. So, I am considering how to secure certified institutions responsible for personnel supplementation and other matters. I will also actively review increasing separate awards. I encourage and support you all from the heart. I hope you find happiness in your work," he urged.

Gyeonggi Province plans to actively review the suggestions and opinions raised by social welfare officials during the Matson Talk to alleviate the difficulties faced by frontline social welfare officials as much as possible.
