Seoul Metropolitan Police Agency Issues 'Emergency School Bell' to Prevent Youth Gambling
Amid a recent surge in online gambling incidents among teenagers, the Seoul Metropolitan Police Agency has issued an 'Emergency School Bell' to address the issue of youth gambling.
On the 13th, the Seoul Metropolitan Police Agency announced that it had activated the Emergency School Bell system targeting 1,407 schools and 780,000 parents in the Seoul area. The Emergency School Bell is a system where the Seoul Police and the Seoul Metropolitan Office of Education jointly send cautionary messages to all elementary, middle, and high schools in Seoul, as well as to parents, whenever juvenile crimes occur. This is the fourth time the Emergency School Bell has been issued, following drug-related incidents (cases 1 and 2) and a murder threat post (case 3).
Recently, the issue of youth gambling has come to light. From January to August this year, the number of juvenile gambling arrests reached 23, nearly three times the 8 cases recorded during the same period last year. Furthermore, to fund their gambling, some youths have committed secondary crimes such as school violence and extortion. The recently issued Emergency School Bell includes information about illegal online gambling among youth and related secondary crimes, emphasizing that gambling and secondary offenses will be strictly punished. It also urges anyone who suspects gambling activities to immediately report to 112 or the School Police Officer (SPO).
Along with issuing the Emergency School Bell, the Seoul Metropolitan Police Agency plans to operate an 'Intensive Response Period for Juvenile Gambling Crimes' from the 16th until the end of the year. During this period, the agency will collect intelligence related to youth gambling and strengthen preventive education on juvenile gambling crimes conducted by SPOs. Additionally, students addicted to gambling will be referred to the Korea Center on Gambling Problems Prevention and Treatment for concurrent treatment and counseling.

Kim Kwang-ho, Commissioner of the Seoul Metropolitan Police Agency, stated, "Illegal online gambling, which has deeply penetrated among youth recently, destroys their future and leads to serious secondary damages such as assault and extortion. We will actively carry out crackdowns and preventive activities and ensure timely treatment and counseling for addicted students."
