The Regional Innovation-Centered University Support System (RISE) is a system that delegates and transfers administrative and financial authority for university support to local governments, promoting mutual growth of regions and universities through strategic support linked to regional development. It is a core axis of the higher education reform direction announced by the government this year.
With the transition to the Regional Innovation-Centered University Support System (RISE) scheduled for 2025, the city is preparing a platform for policy communication targeting local universities and business stakeholders.
Under the slogan ‘The Beginning of Change and Innovation,’ the forum will proceed in the order of congratulatory speeches by key figures, keynote lectures, policy presentations by the Ministry of Education and Busan City, and expert discussions.
About 150 representatives from local universities and businesses will attend the forum.
First, the keynote lecture will be delivered by Jang-Soo Ryu, President of the Korea Research Institute for Vocational Education and Training, on the topic of ‘Universities and Regional Innovation Led by the Region.’
Following this, So-Young Yoon, Director of the Regional Talent Policy Division at the Ministry of Education, will present on ‘Understanding the Regional Innovation-Centered University Support System (RISE),’ and Kwang-Hae Won, Director of the Industry-Academia Cooperation Group at Busan Technopark, will present on Busan City’s RISE promotion direction and plan.
Finally, experts from the Ministry of Education, Busan City, and local universities will engage in in-depth discussions on the government and Busan City’s RISE policy directions.
The city expects that this forum, which gathers Ministry of Education and Busan City officials along with experts from various types of universities, will enhance understanding of the RISE policy and facilitate diverse opinions on the direction of Busan City’s university financial support projects.

Starting with this forum, the city will concretize the basic plan for Busan City’s RISE, reflecting university financial support projects linked to regional development such as strategic industries, and will collect feedback and make revisions and supplements through consultations with local universities, related businesses, and affiliated organizations, aiming to submit the final plan to the Ministry of Education in December.
Nam Jeong-eun, Director of the Youth Industry-Academia Division, stated, “The role of local universities is more important than anything else in revitalizing local areas,” adding, “We expect this forum to serve as a discourse formation opportunity discussing the beginning of change so that the RISE policy becomes a chance for regions and local universities to grow together. We will actively support and strive to create a leading model of the local era where regions and universities develop jointly.”
