The regulations outline the scale of the relocation to the Sejong Chamber, the target institutions, and operational plans. The main point is the relocation of a total of 12 National Assembly committees. The committees to be relocated are those overseeing administrative departments located in Sejong City: the Political Affairs Committee, the Planning and Finance Committee, the Education Committee, the Science, Technology, Information and Broadcasting Communications Committee, the Public Administration and Security Committee, the Culture, Sports and Tourism Committee, the Agriculture, Forestry, Livestock, Food and Maritime Fisheries Committee, the Trade, Industry, Energy, Small and Medium Business Committee, the Health and Welfare Committee, the Environment and Labor Committee, the Land, Infrastructure and Transport Committee, and the Special Budget and Accounts Committee.

The National Assembly Budget Office and the National Assembly Research Service are also included in the relocation targets. The National Assembly Library will remain in Seoul but is expected to establish a branch at the Sejong Chamber. The main plenary hall, the Speaker's office, and other key authority and external symbolic functions of the National Assembly will remain at the current National Assembly building.
