A project to develop the southern region of Ulsan, bordering Busan, into a complex new town has been launched.
On the 6th, Ulsan City announced that it has completed the "Basic Plan Establishment Service for the Construction of a New Town in the Southern Region of Ulsan" and will promote the systematic development of a complex new town in the southern area.
This basic plan for new town construction aims to build a complex new town with residential, industrial, educational, and cultural functions in line with changes in the surrounding environment, such as the opening of the Donghae Nambu Line and the bypass road of National Route 7.
Ulsan City established the plan through current condition surveys, development site analysis, and setting the scale and direction of development, creating a basic concept and a phased project promotion plan considering comprehensive conditions such as Ulsan City's finances.
The target area includes the southern living zones of Cheongnyang and Ungchon, as well as the station areas and border regions of Onyang, Onsan, and Seosaeng.
The Cheongnyang and Ungchon zones will be developed to concentrate industrial functions and strengthen residential conditions as a hinterland city for national industrial complexes, while the Onyang, Onsan, and Seosaeng zones will focus on enhancing industrial, logistics, tourism, leisure infrastructure, and residential functions.
The southern region new town construction project will be promoted in a total of eight districts, divided into four districts in Phase 1 and four districts in Phase 2. The total area is 4,232,000 square meters, with a planned population capacity of 45,000 people.
Phase 1 will be carried out through public development from this year until 2028.
In the areas of Cheongnyang-eup and Ungchon-myeon in Ulju-gun, covering 2,004,000 square meters with a target population of 23,000, a self-sufficient complex with residential, industrial, educational, and cultural functions will be created as a hinterland city for the Onsan National Industrial Complex and Petrochemical Complex.
Phase 2 will proceed from 2029 to 2035 using various national projects and phased public development methods.
In the areas of Onyang-eup, Seosaeng-myeon, and Ungchon-myeon, covering 2,228,000 square meters with a target population of 22,000, plans include creating industrial, logistics, distribution, and research complexes utilizing railway infrastructure, along with eco-friendly residential complexes.
Including development projects already underway by public and private sectors, the population capacity will increase to 48,414 in Phase 1 and 134,214 in Phase 2, totaling 182,628 people.
With the completion of the "Basic Plan Establishment Service for the Construction of a New Town in the Southern Region of Ulsan," Ulsan City plans to proceed with related procedures such as feasibility studies for the Phase 1 pilot project starting in October this year.
Following this, when the development plan and method are finalized around June next year, a detailed project promotion plan will be announced.

An official from Ulsan City stated, "By constructing a new town in the southern region of Ulsan, where residential conditions are poor compared to Busan's Gijang and Yangsan's Ungsang, we plan to prevent population outflow and revitalize growth engines."
