Gwanak-gu (District Mayor Park Jun-hee) is launching the "2023 Second Half Delinquent Tax Intensive Collection Period" to minimize outstanding payments and achieve the revenue target by the end of the year, undertaking a special collection drive for delinquent taxes.
As of August, an analysis of collection performance revealed that due to recent inflation, real estate stagnation, and economic recession, local tax delinquencies increased by 1.743 billion KRW (14.2%) compared to the same month last year, worsening the revenue collection environment.
Accordingly, from October 10 until the end of the year, the district will conduct a special collection targeting 14 billion KRW in local tax delinquencies and 24.5 billion KRW in non-tax revenue delinquencies to ensure transparent and stable financial management.
In October, a revenue collection strategy meeting will be held to analyze the collection performance of local taxes and non-tax revenues, discuss the causes and issues of delinquencies by tax category, review progress, and plan future initiatives.
Notably, during this "Delinquent Tax Intensive Collection Period," a "Delinquent Tax Collection Task Force," led by the Deputy District Mayor, will operate to strengthen on-site investigations to identify delinquent taxpayers and track hidden assets.
The task force will investigate individuals subject to public disclosure and public record information provision, conduct comprehensive investigations of delinquent taxpayers' assets including real estate, vehicles, and deposits, and promptly seize discovered assets and impound vehicle license plates to enforce collection, actively pursuing delinquent tax recovery.
Additionally, in October, the district plans to implement a special collection plan targeting 3,960 foreign delinquent taxpayers to ensure thorough collection efforts.
While imposing stringent administrative sanctions on high-value and habitual delinquent taxpayers, the district will also continue flexible collection activities such as installment payments and deferrals of delinquency disposition for livelihood-related delinquent taxpayers who are willing but financially unable to pay.
A district official stated, "We ask for the active cooperation of residents to reduce the scale of delinquencies," and added, "We will continue to do our best to strengthen sound financial management."

Meanwhile, in September, the district encouraged payment by sending mobile text messages with delinquency information to about 8,000 delinquent taxpayers, collecting a total of 10.4 million KRW from 2,395 cases. In November, it plans to foster a voluntary payment atmosphere by sending delinquency notices and promoting a reward system for reporting hidden assets.
