Public-Private-Civic Collaboration: LED Light Replacement, Cool Roof, Exterior Wall Painting, Window Insulation Installation
Busan City has teamed up with the Regional Problem-Solving Platform to tackle energy inequality!
On September 25th, Busan City carried out cool roof work on the rooftop of the Citizen Apartment in Yeongju-dong, Jung-gu, together with public institutions and civic groups.
Cool roof work involves applying a special coating that blocks solar radiation to lower indoor temperatures.
This cool roof project was planned as part of the “Warm Light Sharing Project,” an implementation agenda of the “2023 Busan Regional Problem-Solving Platform.”
The “Regional Problem-Solving Platform” is a public-private-civic collaboration platform where citizens directly identify local issues and form a cooperative system with citizens, civic groups, public institutions, and local governments to solve problems together.
This year, nine implementation agendas are being pursued, including the “Warm Light Sharing Project.”
The “Warm Light Sharing Project” supports activities such as ▲LED light replacement ▲cool roof painting ▲exterior wall painting ▲window insulation to alleviate energy inequality among vulnerable energy groups, focusing mainly on Munhyeon-dong in Nam-gu and Yeongju-dong in Jung-gu.
More than 50 employees from welfare corporation Woori Maeul, operated by citizens, and participating institutions in the platform policy committee including ▲Korea Technology Finance Corporation ▲Busan Port Authority ▲Korea Southern Power ▲Korea Housing Finance Corporation joined the rooftop cool roof work to contribute to energy housing welfare.
Cool roof work reduces solar heat absorption by the building and decreases heat inflow inside, which not only lowers indoor temperature rise but also enhances insulation, leading to reduced heating and cooling costs. This is expected to help vulnerable energy groups save on energy expenses.

Lee Su-il, Director of the Administrative Autonomy Bureau of Busan City, said, “In addition to the cool roof project, we hope that LED light replacement and window insulation work will help reduce energy costs for energy-disadvantaged groups,” adding, “We also hope for good results from other implementation agendas of the Regional Problem-Solving Platform, which is promoted through public-private-civic collaboration.”
