Supreme Court Finalizes 20-Year Prison Sentence for 'Busan Dolleochagi' Perpetrator
The perpetrator of the so-called 'Busan Dolleochagi' incident, who brutally assaulted a woman in her 20s on her way home, has been sentenced to 20 years in prison, with the sentence now finalized.
On September 21, the Supreme Court's First Division (Presiding Justice Seo Kyunghwan) upheld the lower court's ruling, confirming the 20-year prison sentence for Lee Mo, who was indicted on charges of attempted rape and murder under the Act on Special Cases Concerning the Punishment of Sexual Crimes.
The court stated, "There was no violation of the defendant's right to defense in the process of permitting the amendment of the indictment by the lower court," and added, "It cannot be said that the 20-year prison sentence imposed by the lower court is grossly unjust."

Lee was indicted for following the victim, who was on her way home, at around 5 a.m. on May 22 last year in Seomyeon, Busanjingu, and attempting to kill her by beating her in the lobby of an officetel building. Initially, Lee was charged with attempted murder and was sentenced to 12 years in prison in the first trial. However, during the appellate trial, prosecutors discovered additional evidence, including Lee's DNA on the victim's jeans from the time of the incident, and amended the indictment to attempted rape and murder. The appellate court found Lee guilty of these charges, sentencing him to 20 years in prison, ordering disclosure of personal information for 10 years, restricting employment at institutions related to children and adolescents for 10 years, electronic monitoring for 20 years, and completion of 80 hours of sexual violence education. After this case became widely known, it sparked social discussions on improving the system for disclosing personal information of offenders and the right of victims to appeal.
