The conflict between Osan City in Gyeonggi Province and the Osan City Council, triggered by a single remark from the local sports association president, is escalating into an emotional dispute. In the process, the city council's extraordinary session has been stalled for nearly a week, hindering the handling of local livelihood issues.
According to Osan City and the city council on the 19th, since Seong Gilyong, the chairman of the Osan City Council, declared an indefinite recess during the third plenary session of the extraordinary council meeting on the 13th, no plenary sessions have been held up to this day. Mayor Lee Gwonjae has demanded normalization to address livelihood issues, but Chairman Seong's side continues to maintain a hardline stance.
The root of the issue lies in remarks made by Kwon Byunggyu, president of the Osan City Sports Association. On the 9th, at the Citizen's Day sports event held at Osan Sports Complex, President Kwon expressed dissatisfaction with the city council's recent cut of 11 million won from the sports association's workshop budget, saying, "Cutting the sports association's budget is a disrespect to athletes," and "City council members only make appearances during election season." The city council held a press conference on the 11th and issued a resolution criticizing President Kwon's remarks.
The problem escalated as the conflict spread to a dispute between the city and the city council. On the 13th, during the plenary session, Chairman Seong urged Mayor Lee Gwonjae to demand President Kwon's resignation, but the mayor's side rejected this, stating, "There is no personnel authority over the president of a private organization like the sports association," which ultimately led to the indefinite recess of the council.
The mayor's side has called for the normalization of the city council to handle major issues such as livelihood support for low-income groups and the establishment of Osan Urban Corporation. They released a separate press statement demanding the resumption of the plenary session, saying, "Leaving the city council unattended while livelihood-related budgets suffer from a financial bottleneck is not right for the citizens." The extraordinary session automatically ended due to Chairman Seong's recess declaration, leaving 2.7 billion won in livelihood-related budget execution stalled.
However, the situation seems to be worsening. Lee Sangbok and Jo Seonmi, members of the city council affiliated with the People Power Party, issued a statement titled 'Condemnation of Osan City Council's Disruption and Call for Normalization,' signaling a potential escalation of conflict between the ruling and opposition parties within the council. In their statement, the two council members criticized, "The indefinite recess of the city council is a ploy to divert citizens' attention from the promotion of Osan Urban Corporation by using the conflict with the city sports association as an excuse."
Inside and outside the city, it is viewed that the conflict between Mayor Lee, affiliated with the People Power Party, and the city council, where the Democratic Party holds 5 out of 7 seats, has surfaced due to this incident involving President Kwon's remarks.

An Osan city official said, "Although the city council is in a minority opposition situation, it is problematic to have dragged a conflict with a private organization like the sports association into the plenary session," adding, "There is a need to normalize the council as soon as possible to handle major livelihood issues."
