Gumi Facilities Corporation Makes a Fresh Start as 'Gumi Urban Corporation'!
Responding to In-House Development Demand, Leap to Airport Economic Zone Hub City

Gumi City is promoting the transition of the Gumi Facilities Corporation into the Gumi Urban Corporation, which is capable of development projects.
At the 270th extraordinary session of the Gumi City Council, the city submitted an ordinance for the transition to a corporation, an organizational change plan, and a capital investment plan, which were finally passed on the 14th. According to the schedule, the dissolution of the Facilities Corporation and the registration of the establishment of the Urban Corporation will be completed in October, and the corporation will be launched.
The city plans to invest the entire 2 billion KRW of establishment capital from city funds within this year, and will comprehensively inherit the existing 500 million KRW capital of the Facilities Corporation, making the total capital 2.5 billion KRW. The establishment capital will be used over the next three years for operating expenses, personnel costs, and project feasibility study expenses.
The organization will be changed to consist of three headquarters, one project group, one office, and 14 teams by newly establishing a Business Headquarters and a Development Project Group in addition to the existing Management Headquarters and Environment Headquarters. The total number of staff will increase to 352 by adding one Business Headquarters director and five Development Project Group members. In addition, all assets, claims and debts, and employment relationships belonging to the corporation will be comprehensively inherited.
Through the organizational change, the city will proactively lead investment projects suitable for its own development demands, laying the foundation for advancing as a central city in the airport economic zone as a hinterland city of the new airport.
Unlike the existing Facilities Corporation system focused on agency projects, the Urban Corporation has the advantage of reinvesting development profits into local public facility construction and infrastructure installation, thereby reducing Gumi City's financial burden and returning development profits to local residents.
Accordingly, by focusing on the transition to an Urban Corporation, the professionalism of the corporation, which had been limited to facility management functions, will be strengthened, and development projects will be systematically promoted according to the city's policy direction to return development profits to the local community.
