North Korean State Affairs Commission Chairman Kim Jong-un and Russian President Vladimir Putin concluded their one-on-one summit on the 13th at the Vostochny Cosmodrome in Amur Oblast, Russia. While the specific details of the summit have not been disclosed, the Russian side stated that there would be no separate joint documents such as a joint declaration, raising expectations that suspicions surrounding the actual content of the meeting will grow.
According to TASS and other sources, Dmitry Peskov, spokesperson for the Kremlin, announced that the one-on-one meeting between Chairman Kim and President Putin had ended and said, "There are no plans to sign any documents, including a joint declaration, based on today's negotiation results."
The news agency reported that the meeting between Chairman Kim and President Putin lasted more than an hour. Earlier, the two leaders only made a nine-minute joint statement before proceeding with a closed-door meeting.
This was the first meeting between the two leaders in four years and five months since April 2019. While the two leaders demonstrated mutual solidarity, attention was focused on the extent to which both sides would strengthen military cooperation during the actual talks.
Regarding the warning that the United States would respond if North Korea and Russia engaged in arms transactions, Peskov emphasized, "The truth is that North Korea is our close neighbor," and despite demands from external forces, "We will build relations in a way that is beneficial to us and to our neighbors."

When asked about UN Security Council sanctions against North Korea, Peskov replied, "Russia maintains its status in the UN Security Council, but this should not and will not be an obstacle or hindrance to the development of Russia-North Korea relations."
