Yeongdeungpo-gu (District Mayor Choi Ho-kwon) announced that it will produce information pattern (QR) stickers containing step-by-step verification items for jeonse and monthly rent contracts, the first of its kind nationwide, to prevent jeonse fraud and protect residents' property rights ahead of the peak autumn moving season.
The district's average jeonse price ratio is higher than that of Seoul, classifying it as a 'high-risk group for empty jeonse.' Moreover, with the recent enforcement of the special law on jeonse fraud, extension of the guidance period for imposing fines on housing lease contract reporting, and frequent amendments to real estate laws, inquiries from residents have significantly increased.
Accordingly, the district has built essential verification items in an information pattern (QR) so that residents can proceed with jeonse and monthly rent contracts with peace of mind. By scanning the information pattern (QR) with a smartphone, users are connected to the district's website, which guides them through essential verification items at each contract stage (before contract, at contract, after contract, and during jeonse balance payment). Specifically, even residents without experience in jeonse or monthly rent contracts can easily check appropriate jeonse price ratios, whether the certified real estate agent is operating normally, issuance of fixed dates, and subscription to jeonse deposit return guarantees.
Additionally, URLs to various useful websites during jeonse contracts are posted to eliminate the need to search individually, including ▲the Ministry of Land, Infrastructure and Transport's Real Transaction Price Disclosure System to verify actual transactions ▲Seoul City's online consultation website for appropriate price comparison against sale prices ▲the Internet Registry Office to check changes in rights after contract conclusion.
The district plans to produce the information pattern (QR) as stickers and complete distribution to certified real estate offices in the area by October. The stickers will be attached to the upper right corner of jeonse and monthly rent contracts so that essential items can be checked through the information pattern (QR) at the time of contract signing.
Furthermore, to keep the information pattern (QR) close to residents, desk guides engraved with the QR code will be produced and placed in multi-use facilities such as community service centers, financial institutions, and welfare facilities.
The district has also held meetings with financial institutions to discuss countermeasures to eradicate jeonse fraud by providing 'One-person Household Jeonse and Monthly Rent Assistance Services' and 'Real Estate Education' for young people struggling with real estate contracts.
