Park Dae-chul, the Policy Committee Chair of the People Power Party, announced on the 10th that the Ministry of Education plans to soon announce a "Comprehensive Plan for Establishing Teacher Authority," which includes creating a complaint response team directly under the principal.
At the Supreme Council meeting held at the National Assembly on the same day, Chair Park said, "The People Power Party and the Ministry of Education have discussed measures to establish teacher authority through several recent closed party-government meetings, and the Ministry of Education informed the party yesterday that it has introduced a unified complaint reception system."

View original imageThe unified school complaint reception system that the Ministry of Education intends to introduce will be composed of about five members, including the vice principal, administrative office manager, and educational public officials, forming a complaint response team directly under the principal. Additionally, a complaint interview room equipped with recording devices, an online complaint system that allows prior reservations, and on-campus landline phones capable of call recording will be established.
Chair Park explained, "The joint investigation team of Seo-i Elementary School in Seoul found that parents left numerous missed call records on the deceased teacher's mobile phone, and in subsequent calls, the parents expressed extreme anger, which caused the deceased to feel anxious. Once the complaint reception system is unified, teachers will have the right not to answer complaint calls on their personal mobile phones, and they will also be granted the right to refuse responses to complaints unrelated to educational activities. This will free teachers from malicious complaints from parents."
Complaint handling will be categorized by type into direct handling, cooperation with relevant staff, or assignment to managers. A complaint response manual outlining the rights and obligations of complainants and complaint handlers, complaint handling principles, and procedures will be developed and distributed. Malicious complaints will be regarded as infringements on educational activities, and legal actions such as filing complaints at the education office level will be taken against illegal acts.

Chair Park emphasized, "The Ministry of Education plans to announce a comprehensive plan for establishing teacher authority, including these measures, as soon as possible. The People Power Party will do its best to provide legal and budgetary support to overcome the reality where teachers' safety is threatened and normal educational activities are hindered due to repetitive and malicious complaints from parents to teachers' mobile phones, thereby restoring teachers' authority."
