Ulsan City Implements Real-Time Information Transmission Seizure System
Linked with 'Wallet-Free Parking Lot' for Local Tax Delinquency Crackdown
Ulsan City will operate the ‘Public Parking Lot Delinquent Vehicle Seizure System’ starting from the 11th, which allows real-time verification and transmission of delinquency information for vehicles entering public parking lots.
This system automatically recognizes the license plates of vehicles entering 25 ‘Walletless Parking Lots’ among Ulsan’s public parking lots and checks for delinquency in automobile tax or fines (such as parking/standing violations, compulsory insurance, inspection violations, etc.).
When delinquency is confirmed, information such as the vehicle number, parking lot location, and entry/exit times is immediately notified to the dedicated terminals of district/county seizure enforcement officers.
Previously, enforcement officers had to manually locate vehicles subject to enforcement, but with the introduction of this system, real-time vehicle locations can be identified, enabling prompt on-site enforcement and collection.
The construction of this system was linked with the ‘Walletless Parking Lot’ system development project by the city’s Traffic Planning Division, shortening the project period and significantly reducing the budget from 60 million won to 13 million won. It is evaluated as a model case of budget reduction through eliminating departmental barriers and promoting communication and collaboration.

An official from Ulsan City stated, “With the introduction of this seizure system, we can efficiently carry out delinquent vehicle enforcement tasks,” adding, “After system stabilization, it will also be used for cracking down on stolen vehicles, and the operation of public parking lots will be expanded to 60 locations.”
