According to a report by the Yomiuri Shimbun on the 8th, the Mooka Fire Department in Mooka City, Tochigi Prefecture, held a company dinner at a local restaurant on the 14th of last month from 6 p.m., attended by about 30 people, half of the entire staff.
According to the media, at this event, two male firefighters in their 20s and one male firefighter in his 30s covered only their private parts with toilet paper or plastic wrap and received drinks from female firefighters. Their naked show reportedly lasted about five minutes in front of the female firefighters.
The media explained that no one pointed out their inappropriate behavior. Akihiro Kobayashi, the fire chief, told the Yomiuri Shimbun, "The company dinner that day was not appropriate. The near-naked state of the male firefighters was excessive. I was in a position to tell them to stop."
However, contrary to Chief Kobayashi's claim, it was revealed that he performed a gesture such as saluting the female firefighter who handed him the drink.
A male firefighter present at the scene told the fire authorities' investigation, "It was to boost the atmosphere," and added, "The female firefighters were informed in advance."
Meanwhile, the fire authorities stated, "We are investigating whether the male firefighters' actions at the time constitute sexual violence against women," and added, "However, since it is undoubtedly inappropriate behavior, we will strive to restore trust."
