Plan to Quickly Proceed with District Unit Plan Amendment after Collecting Residents' Opinions and Consulting with Seoul City
Yangcheon-gu (Mayor Lee Gi-jae) announced that on the 7th, it held resident briefing sessions for each complex to propose the optimal alternative that can satisfy both Seoul City and residents regarding the zoning upgrade of Mokdong 1, 2, and 3 complexes, and to listen to residents' opinions accordingly.
This initiative came as a result of the district office's continuous efforts over the past year to find alternatives that can replace private rental housing, taking the lead for local residents who unconditionally demand zoning restoration, despite the authority for zoning upgrades residing with Seoul City.
The main points of the proposal presented by the district office are ▲minimizing residents' damage ▲equity among complexes ▲creation of an open public green space (tentatively named Mokdong Greenway) linking Gukhoe-daero Park and Anyangcheon Stream. In other words, it is a method to create pedestrian green spaces open to the general public without land donation or additional construction of private rental housing due to the zoning upgrade from Type 2 to Type 3.
An official from the district office stated, “The creation of open public green spaces is an analysis result that minimizes residents' economic damage caused by the zoning upgrade while aligning with Seoul City's zoning upgrade standards,” adding, “Through this, it is expected to resolve resident conflicts that have continued since 2004, secure equity among complexes, and furthermore, improve the urban environment and residents' quality of life by creating green pedestrian corridors within the city.”
In particular, the district office explained to residents that securing a width equivalent to that of Gukhoe-daero Park is important for the alternative to be feasible. Also, while applying the creation ratio uniformly considering equity among complexes, it plans to design it distinctively and flexibly when establishing future maintenance plans.
The district office has been striving to resolve conflicts arising from the zoning upgrade through consultations with the Anti-Corruption and Civil Rights Commission and meetings with related departments of Seoul City. Especially, for more systematic support, since the launch of the 'Mokdong 1, 2, 3 Complex Zoning Upgrade TF Team' in June this year, it has held a total of eight meetings including policy meetings chaired by the mayor, expert consultations by field, consultations with related Seoul City agencies, and collection of residents' opinions. After gathering residents' opinions through the recently held briefing sessions, it plans to proceed with the district unit plan amendment in consultation with Seoul City.

Lee Gi-jae, Mayor of Yangcheon-gu, said, “The (tentatively named) Mokdong Greenway creation plan is a solution presented after repeated deliberations with experts from various fields and related agencies, and I believe it is the best plan at this point to secure public interest while minimizing residents' damage,” adding, “We will also proceed with the district unit plan amendment process as quickly as possible and spare no administrative support to ensure the successful promotion of the zoning upgrade for Mokdong 1, 2, and 3 complexes, which has been a long-cherished wish of the residents.”
