Although Jeonju World Cup Stadium was initially selected as the venue, the Jamboree Organizing Committee decided to withdraw early due to the forecast that Typhoon Khanun would pass over the Korean Peninsula. As the participants dispersed to various locations including Gyeonggi, Seoul, Incheon, Sejong, Daejeon, Chungbuk, Chungnam, and Jeonbuk, the Seoul World Cup Stadium was finally confirmed as the venue. The Ministry of Culture, Sports and Tourism explained that the change of venue to Seoul World Cup Stadium was an unavoidable decision due to the forecast of Typhoon Khanun passing over the Korean Peninsula.
The ministry stated, "The Jamboree participants have left Saemangeum and are mostly staying in the metropolitan area," adding, "We carefully reviewed various factors such as travel time and convenience, the event experience and safety management know-how of Seoul World Cup Stadium, a comfortable viewing environment, and the capacity (about 66,000 people)."

Park Bo-gyun, Minister of Culture, Sports and Tourism, said, "It is regrettable that the plan to beautifully conclude the Saemangeum Jamboree with a K-pop performance at Jeonju World Cup Stadium had to be changed due to the typhoon’s change of course," but added, "However, the Saemangeum Jamboree will continue powerfully with the K-pop concert drama in Sangam."
