Selected for Industry Ministry-led Construction Project, Increasing Battery Utilization
'BaaS Test and Certification Center' and Support Platform Established in 1st Industrial Complex
Gumi City in Gyeongbuk has been selected for the 2023 Industrial Innovation Infrastructure Establishment Project, organized by the Ministry of Trade, Industry and Energy, for the task titled ‘Establishment of a BaaS Demonstration Infrastructure to Increase Battery Utilization.’
BaaS stands for Battery as a Service, a service model in which the end consumer does not purchase the battery but receives it in a subscription (lease/rental) form for batteries or battery systems.
The city plans to invest 27.2 billion KRW over five years until 2027 (10 billion KRW from the national government, 4.5 billion KRW from the provincial government, 10.5 billion KRW from the city, and 2.2 billion KRW from private investment) to build an ‘Industry-Integrated Subscription-Based BaaS Testing and Certification Center’ within the Gumi National Industrial Complex No. 1 and to gradually establish a total of 27 testing and evaluation equipment units.
Additionally, the city will establish a full-cycle support platform with secured safety and reliability inspection technologies, and provide companies in the industrial complex with affordable subscription services for reusable batteries capable of using renewable energy and mobile ESS (Energy Storage Systems), contributing to cost reduction and competitiveness enhancement for businesses.
Through this project, the city aims to expand local secondary battery research and development (R&D) infrastructure, attract related research institutions, support technology and product development for secondary battery companies in the area, and cultivate specialized personnel, thereby contributing to the establishment of a battery value chain within the province.
The research institution KTR Korea Testing & Research Institute, established in 1969, is a nonprofit foundation under the National Institute of Technology and Standards, providing testing and evaluation, domestic and international certification, R&D, and education, and is the largest testing and certification organization in Korea.
National Assembly member Gu Ja-geun stated, “At a time when proactive data construction and business model discovery for battery utilization are necessary, the BaaS Testing and Certification Center within the Gumi Industrial Complex is expected to play an important role,” adding, “We will continue to strive to discover future growth engines in various fields to revitalize Gumi’s economy.”

Mayor Kim Jang-ho said, “With the selection for this project, we will establish a virtuous cycle system for battery resources through infrastructure based on battery reuse,” and added, “The BaaS Testing and Certification Center will be a central hub for certification evaluation and data utilization platforms for battery reuse, and the city will actively support this.”
