36 Protective Devices Distributed to District Office General Civil Service Centers and Community Service Centers... Simulation Training Scheduled This Month

Mapo-gu (District Mayor Park Gang-su) has introduced 36 wearable cameras to the civil complaint departments within the district office and community service centers.
This distribution of portable protective equipment is in accordance with Article 4 of the Act on the Handling of Civil Complaints and Article 4 of its Enforcement Decree, aimed at protecting civil complaint handling officials from illegal acts by malicious complainants.
The wearable cameras introduced by the district are designed to be worn around the neck, capable of video recording and audio capturing. Four units were distributed to three departments responsible for civil complaint work within the district office general civil service center, and two units each to all 16 community service centers.
A district official explained, "Since the device is worn on the neck, which is the part of the body with the least shaking, it allows both hands to be free, provides stable recording, and captures footage similar to the actual field of view."
The portable protective equipment is used restrictively only in cases of illegal acts. This includes situations where a complainant verbally abuses the civil complaint handler, shows signs of threats, assault, or property damage.
To ensure careful protection of complainants' rights as well, the district has established its own standards titled "Seoul Special City Mapo-gu Civil Complaint Handler Portable Protective Equipment Operation Guidelines," which include rules and procedures to be followed when using the equipment.
Accordingly, complainants are informed before the start and after the end of any recording or filming. Additionally, each department using the portable protective equipment designates a management officer responsible for thorough management of the devices and recorded materials.
Before distributing the equipment, the district conducted training on usage precautions and the roles of management officers on the 1st of this month.
Park Gang-su, Mayor of Mapo-gu, stated, "Mapo-gu works with the belief that resolving civil complaints is half of administration, prioritizing civil complaint handling as the top administrative task. We will do our best to create a safe and efficient working environment for civil complaint handlers, enabling prompt complaint resolution and providing high-quality civil administrative services."

Mapo-gu also plans to conduct simulation training using the equipment at all community service centers by the 25th to prepare for unusual complaint incidents.
