Guro-gu (Mayor Moon Heon-il) simultaneously won the Grand Prize in the Public Disclosure category and the Excellence Award in the Outstanding Projects category at the ‘2023 National Local Government Job Awards.’
Hosted by the Ministry of Employment and Labor, the National Local Government Job Awards are held annually to promote local governments’ efforts and achievements in job creation and to strengthen responsible job administration.
At the awards ceremony held on the 2nd at the Government Sejong Convention Center, Guro-gu received awards in both the comprehensive evaluation Public Disclosure category and the Outstanding Projects category, achieving the best results among Seoul’s autonomous districts.
With this award, Guro-gu set a remarkable record of winning the Ministry of Employment and Labor’s job evaluation for 14 consecutive years from 2010 to this year.
From the stage of establishing a comprehensive job plan, Guro-gu advanced its unique job policies based on in-depth analysis and data of local industries through the ‘Research Service for Job Creation in G-Valley.’
Additionally, by conducting surveys targeting companies, residents, and vocational trainees, Guro-gu innovated existing job projects to meet the demands of labor market participants and actively discovered future jobs related to the 4th Industrial Revolution.
Moreover, it took the lead in projects aimed at ‘improving job quality,’ such as labor environment improvement projects and welfare-plus projects for small and medium-sized enterprises.
Key exemplary cases include ▲ the HiVE project, a high-level vocational education hub linking education, employment, and settlement ▲ youth-tailored job policies such as Youth Dream Operation and Youth Challenge Support Projects ▲ significant expansion of 5060 new middle-aged job projects responding to a shrinking society ▲ focused training of intelligent talents customized for G-Valley’s 4th Industrial Revolution industries.
Thanks to these efforts, Guro-gu created 16,868 jobs last year, exceeding the target of 14,000. It received high praise for achieving a high employment rate by preparing customized employment programs by age and situation according to the demands of companies and residents.
Specifically, various programs were operated, including G-Valley medical and IT sector workforce training projects, new workforce training courses in health and welfare fields, and mid-to-late career fitness projects. Projects to support youth employment such as work experience support, metropolitan job cafes, and specialized high school field training support were also carried out.
In response to the rapid aging population and the desire of retired workers to continue working, the new middle-aged social contribution job project, new middle-aged career-type job project, and new middle-aged regional specialized job project were implemented, distinguishing Guro-gu from other districts.
This year, Guro-gu announced on its website a goal to create 14,200 jobs based on four promotion strategies and 27 major projects.
Through industry-government-academia job governance, Guro-gu is promoting customized talent development and innovative technology support projects for G-Valley in collaboration with Dongyang Mirae University and Soongsil University. In addition, following the welfare-plus project for small and medium-sized enterprises, Guro-gu is the first autonomous district in Seoul to implement a workation project supporting work at resorts, striving to create good jobs by bridging the welfare gap between large and small enterprises.

Mayor Moon Heon-il, a G-Valley entrepreneur, said, “We are actively promoting numerous projects for talent development linked to companies and job creation through corporate growth, so we expect even more good jobs to be created this year,” and added, “We ask for the interest and participation of residents and companies.”
