UN Command "Talks Started but No One Knows How They Will End"
The United Nations Command (UNC) officially confirmed on the 24th that it has begun talks with North Korea in the Joint Security Area (JSA) at Panmunjom regarding the custody of U.S. Army Private Travis King, who crossed the Military Demarcation Line and defected to North Korea.
While it was previously known that North Korea had consistently ignored contact attempts by U.S. authorities, the confirmation of communication between the two sides has raised growing interest in whether there will be progress in repatriation negotiations.
According to the Associated Press (AP) and other sources, Andrew Harrison, Deputy Commander of the UNC, stated during a briefing for foreign media ahead of the 70th anniversary of the armistice agreement, "We have initiated talks with the North Korean military through the mechanism established under the armistice agreement."
He said, "This process began via the communication line installed in the Joint Security Area in accordance with the armistice agreement," AP reported. However, he did not disclose detailed information about the talks.
The communication line mentioned by Deputy Commander Harrison appears to refer to the so-called "Pink Phone" installed in the UNC duty officer's office on the South Korean side of Panmunjom in the JSA. Earlier, in an interview with the British daily The Times on the 22nd, Harrison also revealed that messages had been sent to the North Korean military through this Pink Phone.
The Pink Phone is directly connected to a telephone located at Panmungak on the North Korean side. It is known that both sides typically use the Pink Phone twice a day?at the start of the morning workday and at the end of the afternoon workday?to check whether the phone is functioning properly.

View original imageDeputy Commander Harrison referred to the armistice agreement from the Korean War (1950?1953), explaining, "Our top priority right now is the welfare of Private King," and added, "We have started talks with the Korean People's Army through the armistice agreement mechanism."
He maintained a cautious stance, saying, "This negotiation is very sensitive," and that more detailed information cannot be disclosed. Regarding the prospects of the negotiations, he said, "It is impossible to predict how the incident will be resolved," adding, "Personally, I view it positively, but please understand that it is difficult to say more than that."
Additionally, Deputy Commander Harrison mentioned that an investigation is underway concerning Private King's approval to tour the Demilitarized Zone (DMZ) area despite facing "various disciplinary actions," including detention and criminal punishment.
Currently, tours of the JSA are suspended. Harrison elaborated, "Going forward, we will continuously consider the balance between educational value and risk factors regarding public access to the DMZ area."
Private King was charged with assault last September after reportedly punching a Korean man multiple times in the face following an altercation at a club near Hongik University in Mapo-gu.
In October of last year, he was also prosecuted for repeatedly kicking the rear door of a patrol car dispatched to a reported assault incident in Mapo-gu, Seoul, damaging the door, and was fined earlier this year.

Having been detained for nearly two months due to assault and other charges, Private King was scheduled to return to Texas, USA, on the 17th for additional disciplinary action. However, he fled without boarding the plane at Incheon Airport and then defected to North Korea without authorization while participating in a JSA tour the following day.
