Yoon Kwon-geun, a member of the Daegu Metropolitan Council (People Power Party, Dalseo-gu 5), urged the promotion of support projects for aging apartment complexes during a 5-minute free speech at the 2nd plenary session of the 302nd extraordinary meeting of the Daegu Metropolitan Council held on the 19th.
His remarks emphasized the importance of management support for apartment complexes and other multi-family housing where many citizens reside, and the need to strengthen administrative expertise.
Councilor Yoon cited the results of the 2021 Population and Housing Census, which showed that apartments accounted for 74.3% of housing types in Daegu. He stressed, “With so many citizens living in apartments, the public role in systematic management of apartment complexes and improvement of residential conditions is very important,” and urged Daegu City to strengthen expertise in apartment-related administration and actively implement support projects for multi-family housing.
Councilor Yoon further explained, “Although complexes are managed and operated using management fees paid by residents, efficient complex management is not being achieved due to a lack of related knowledge and experience, making public support essential.”
He also pointed out that in aging apartment complexes, ancillary facilities such as parking lots, internal roads, children’s playgrounds, and community facilities have also aged. Since these were installed according to standards at the time of sale, they are outdated and insufficient in capacity. However, because they are private facilities, there are almost no projects supported by Daegu City, causing residents of aging complexes to live in poor residential environments, according to Councilor Yoon.
Regarding Daegu City’s lukewarm administration toward supporting multi-family housing, Councilor Yoon stated, “Considering that the majority of citizens reside in multi-family housing and share buildings and facilities, it is essential to clearly recognize that the legislative intent of the ‘Apartment Housing Management Act’ enacted in 2016 is for the public sector to actively promote policies that protect citizens’ rights and residential environments,” urging a change in Daegu City’s perception.
He also proposed public support measures for multi-family housing, including hiring external experts with extensive field experience to strengthen the expertise of dedicated apartment management departments, expanding community activation projects to resolve resident conflicts and linking them with village community revitalization projects, and actively promoting improvement projects for communal facilities in aging apartment complexes.

Councilor Yoon Kwon-geun emphasized, “Providing a convenient and safe residential environment is one of Daegu City’s most important responsibilities, and apartment housing projects will be citizen-centered residential environment policies with high performance and citizen satisfaction.”
