KOSHA-Ulsan Buk-gu Senior Welfare Center MOU, "Cooperation to Strengthen Digital Competence"
Expectations to Bridge the Digital Divide in the Community through Kiosk and Smartphone Education for Seniors
The Korea Occupational Safety and Health Agency (KOSHA), under the Ministry of Employment and Labor, signed a business agreement with Ulsan Buk-gu Senior Welfare Center to bridge the digital divide among the elderly in local communities who are marginalized from digital devices.
Both organizations agreed to mutually cooperate to strengthen the digital capabilities of local elderly who have difficulties using digital devices at the Senior Smart Center operated by the welfare center.
The Senior Smart Center at Ulsan Buk-gu Senior Welfare Center was established in October 2021 through the Ulsan Regional Problem-Solving Platform. It is Ulsan’s first IT education space exclusively for seniors, created after local governments and public institutions gathered to collaboratively address regional issues.
The Ulsan Regional Problem-Solving Platform refers to a regional-level platform built by local residents, autonomous bodies, public institutions, and universities to collaboratively solve various local problems tailored to the region’s circumstances.
Through this agreement, the elderly can receive assistance from KOSHA’s digital experts to practice and experience frequently used daily tasks such as unmanned civil service issuance, food ordering, and transportation reservations directly on kiosks. Additionally, they can receive help with difficulties encountered when using smartphones in daily life.

Jongju Ahn, President of KOSHA, stated, “As services centered on kiosks and smartphones increase, digital exclusion among the elderly has emerged as a social issue. Since the use of digital devices is related not only to enhancing quality of life but also to the mobility rights of vulnerable groups, we will strengthen support for the digitally disadvantaged as part of our ESG management practices.”
