The Corruption Investigation Office for High-Ranking Officials (CIO) "Has Established and Is Operating a Control System for Communication Data Access"
The High-ranking Officials' Crime Investigation Agency (Gong-su-cheo) refuted the National Human Rights Commission's announcement that Gong-su-cheo did not accept the recommendation to minimize requests for communication data without warrants and to establish appropriate control guidelines, stating that "we are faithfully implementing the recommendations."
On the 13th, Gong-su-cheo emphasized in a press release, "We have established and are operating pre- and post-review and internal and external control systems related to communication data inquiries."
Gong-su-cheo explained, "It is a very natural follow-up measure to revise related guidelines reflecting the amendment of the Telecommunications Business Act. The measures taken by Gong-su-cheo are improvements made and implemented in response to the Human Rights Commission's recommendations."
They added, "Since last April, the Human Rights Investigation Policy Officer has served as the 'Communication Data Inquiry Examiner,' controlling communication data inquiries before and after, establishing standards for communication data inquiries, and designating approval authority by case."
Furthermore, they claimed, "Since the enactment of related measures such as the 'Communication Data Inquiry Inspection Guidelines,' the number of communication data inquiries has significantly decreased."
Gong-su-cheo also stated, "The Human Rights Commission acknowledged the agency's internal control efforts by mentioning that Gong-su-cheo inspected the actual state of communication investigations and prepared improvement plans, as well as enacted regulations in December last year."

Earlier, the Human Rights Commission judged that Gong-su-cheo and the prosecution, after receiving the commission's recommendations, replied that they would "establish and revise related manuals and guidelines following the amendment of the Telecommunications Business Act," effectively not accepting the recommendations.
