Ulsan City Holds Kick-off Meeting for Establishing Basic Plan of Urban Convergence Special Zone
On the 11th at 11 a.m., Ulsan City held the ‘Ulsan Urban Convergence Special Zone Basic Plan Establishment Research Kick-off Meeting’ in the medium conference room on the 4th floor of the City Hall main building to foster new industries and establish innovation hubs for industry-academia-research collaboration.
About 20 participants attended the meeting, including Deputy Mayor for Economic Affairs An Hyo-dae, representatives from Ulsan Research Institute, Technopark, Information Industry Promotion Agency, expert advisory group, and related personnel from the executing agency. The meeting featured a presentation by the lead researcher from the Korea Research Institute for Human Settlements, the executing agency, followed by an exchange of opinions among attendees.
Ulsan City plans to review the opinions proposed at the kick-off meeting and reflect them in the basic plan establishment.
The city is investing a total of 500 million KRW, including 300 million KRW from the national government and 200 million KRW from the city budget, for the ‘Ulsan Urban Convergence Special Zone Basic Plan Establishment Research Service,’ which is scheduled to be completed by May 2024.
The research service focuses on the basic concept, promotion strategies, and discovery and activation plans for key projects in two areas: the Ulsan Technopark Innovation District, selected as the leading project site for the Urban Convergence Special Zone, and the KTX station area complex specialized district.
Through this research service, Ulsan City plans to combine its distinctive manufacturing knowledge, technology, and infrastructure with innovative talent and ideas.
Additionally, the city aims to develop a spatial development concept for climate tech industry clustering, carbon-neutral infrastructure development and demonstration, diversification of high-quality housing, and ICT-based smart city infrastructure construction, hoping to discover ways to secure momentum for the special zone through national support.
An official from Ulsan City stated, “Although we started later than other cities, we are putting meticulous effort into establishing the basic plan, the first step in implementing the project, so that the Urban Convergence Special Zone can fulfill its role in innovating our core industries and enhancing our status as an industrial capital.”

He added, “We selected the Korea Research Institute for Human Settlements, which planned the government policy for the Urban Convergence Special Zone, as the executing agency, and we will do our best to complete the basic plan by May 2024 to ensure there are no setbacks in promoting the Urban Convergence Special Zone.”
