'Voluntary Execution of Compensation' Medical Association Mutual Aid Association Employee Receives Suspended Prison Sentence in First Trial
An employee of the Korea Medical Association Mutual Aid Association who arbitrarily executed medical dispute compensation payments worth about 1 billion won dozens of times was sentenced to probation in the first trial.
According to the legal community on the 5th, the Criminal Division 12 of the Seoul Western District Court (Chief Judge Kwon Seong-su) sentenced Mr. A (40), who is accused of breach of trust under the Act on the Aggravated Punishment of Specific Economic Crimes and forgery of private documents, to three years in prison with four years of probation on the 22nd of last month. The court explained the sentencing reason, saying, "The crime is not light as he arbitrarily paid more than 1 billion won due to the heavy workload of handling civil complaints and even forged and used the signatures of approvers," but added, "Mr. A is remorseful, has no prior criminal record, and does not appear to have gained any substantial benefit."
Mr. A is accused of arbitrarily executing medical dispute compensation payments 69 times from April 2020 to March last year, causing damage worth approximately 1,053,790,000 won to the association. He is also accused of forging others' signatures by scanning the signatures of final approvers such as directors and attaching them to other reports.

The Medical Association Mutual Aid Association pays the compensation amount decided through review to members or patients when a medical accident occurs. Mr. A, who was in charge of medical dispute compensation work, reportedly sent compensation payments to complainant patients in advance before the review was completed due to numerous complaints caused by delays in case processing. To send compensation payments to complainant patients first, he sometimes created false invoices and edited and transferred members' seals stamped on other patients' invoices.
