Busan Port Authority Advances Second Phase Pilot Operation of Transshipment Transport System
Final Check Before Official Operation... 11 Terminal and Transport Companies Participating
System Use Enables Drastic Reduction in Transshipment Cargo Handling Time and Costs
Busan Port Authority (BPA, President Kang Jun-seok) will promote the second phase of pilot operation from July 1 to September 30 to successfully establish the Transhipment Shuttle System (TSS), developed to dramatically improve the productivity of handling transshipment cargo at other terminals, which accounts for about 40% of Busan Port's transshipment volume.
The Transhipment Shuttle System (TSS) is a system that links information between terminals and transport companies in advance and transmits information on multiple vehicles and cargo at once to support optimal cargo allocation when cargo vehicles enter the terminal.
Transshipment at other terminals refers to transporting cargo overland to load onto ships calling at 10 different terminals. BPA developed the TSS to significantly reduce the time and cost involved in handling transshipment cargo at other terminals, thereby enhancing Busan Port's global transshipment competitiveness.
In November last year, a one-month first phase pilot operation of the TSS was conducted with five participating companies (three terminals and two transport companies), achieving visible results such as processing 20% more than the target volume and reducing vehicle waiting time by 6 minutes (25%) when using group orders.
Since then, BPA has addressed system issues and error corrections identified during the pilot through meetings with terminal operators' presidents, working-level meetings, and individual consultations with transport companies, while actively promoting the system's benefits to alleviate early users' concerns about its effectiveness.
The upcoming pilot operation, the last before the official launch of the TSS, will involve a total of 11 companies (five terminals and six transport companies). Notably, the six participating transport companies handle more than 31% of all transshipment cargo at other terminals in Busan Port (based on 2022 data), so the second pilot operation is expected to significantly increase TSS usage and improve transshipment handling efficiency.
The five participating terminals are Busan New Port International Terminal, Busan New Port, Hanjin Busan Container Terminal, HMM PSA New Port, and Busan Port Terminal,
and the six participating transport companies are Gukyang Logitec, Lotte Global Logistics, Dongwon Roex, Cheonil Regular Freight Automobile, Hanjin, and HNL Trans.
BPA plans to verify the normal linkage between participants' own systems and the TSS, the proper functioning of the core feature of group orders, and the effect of TSS usage on improving port productivity through the second pilot operation.
Additionally, to encourage active participation in the pilot, BPA will select two terminals and two transport companies that actively utilize the system?based on TSS usage rate, group order utilization, and multimodal transport handling?and provide activation support funds.
Multimodal transport refers to dispatching cargo to the next destination after one-way transport to minimize empty vehicle trips and improve transport efficiency.
