The Global Skilled Technology Promotion Institute of the Human Resources Development Service of Korea will be established in Ulsan. This is the second institute following the one established in Incheon 10 years ago.
On the 5th, Ulsan City announced that it has successfully secured the 'Yeongnam Region Global Skilled Technology Promotion Institute (GIFTS),' which will lead the training of high-level technical personnel, technological innovation in small and medium-sized enterprises, and international exchange projects.
The 'Skilled Technology Promotion Institute' is a specialized organization under the Human Resources Development Service of Korea, established to encourage skill acquisition and promote vocational competency development. Currently, the only existing institute is the 'Incheon Global Skilled Technology Promotion Institute,' established in 2013.
With Ulsan City becoming the second nationwide and the first non-capital region to host the 'Yeongnam Region Global Skilled Technology Promotion Institute,' students and technicians in the Yeongnam region, who previously had difficulty accessing services due to physical distance, will now be able to receive systematic and professional technical education smoothly.
The 'Yeongnam Region Promotion Institute' will be constructed by 2026 with a total national budget of 33.3 billion KRW, featuring four floors above ground, one basement level, and a total floor area of 9,917 square meters.
Key facilities will include practice rooms and lecture halls for skilled technology transfer, as well as dormitories, laundry rooms, offices, conference rooms, and lounges for trainees.
Ulsan City plans to activate technical education linked to its core industries such as automotive, shipbuilding, and chemicals, aiming not only to inherit but also to advance skilled technologies in Ulsan’s manufacturing sector, thereby addressing the recent severe shortage of skilled technical personnel in industrial sites.
Additionally, the city intends to foster convergent skilled technical personnel in preparation for the Fourth Industrial Revolution, revitalizing the stagnant regional economy and promoting industrialization.
Since 2020, Ulsan City has collaborated with political circles to attract this institution, and the efforts have finally borne fruit through the concentrated administrative capabilities of the current eighth mayoral term.
Starting with the 'Feasibility Study for the Establishment of the Yeongnam Region Skilled Technology Institute,' Ulsan City has continuously conducted related organization forums, collected and analyzed relevant data, and made improvements while persistently advocating and persuading the government and National Assembly.

An official from Ulsan City stated, “Thanks to the support from local political circles and the efforts of Ulsan City, we were able to achieve this positive outcome,” adding, “We will cooperate with the Ministry of Employment and Labor and the Human Resources Development Service of Korea, the project entity, to ensure the construction proceeds without any setbacks.”
