Seogangseok, Mayor of Songpa-gu, conducted an on-site inspection on the afternoon of the 27th of three rainwater pump stations and the flood prevention facilities in Jangji-dong Flower Village in preparation for the monsoon season, which officially begins this week.
Before the inspection, Mayor Seo encouraged the staff maintaining a 24-hour emergency duty system at the ‘Songpa-gu Flood and Wind Disaster Countermeasures Headquarters Situation Room.’
Mayor Seo stated, “The primary responsibility of the administration is to protect the people from disasters, and public officials have the duty to predict and prepare for disasters before they occur to prevent accidents. I hope that well-trained public officials will respond swiftly to minimize damage to the people and ensure that residents can quickly return to their daily lives through thorough preparation.”
First, he visited the Mongchon 1 & 2, Jamsil, and Tancheon rainwater pump stations, which serve as the gatekeepers for flood prevention in the area, and checked the equipment status through operational demonstrations.
Currently, the district operates 59 ultra-powerful drainage pumps with a maximum of 1,200 horsepower across six rainwater pump stations. These pumps played a crucial role in preventing flood damage during the heavy rainfall of up to 400mm in the metropolitan area last August.
The Mongchon rainwater pump stations under inspection have been sequentially replacing sedimentation devices and high-pressure motor pumps in preparation for heavy rain. This year, five outdated high-pressure motor pumps were replaced with the latest models. The Jamsil and Tancheon retention basins have restricted parking from April 15 to November 15, the flood control period, to strengthen resident safety management.
Particularly, this inspection focused on monitoring disaster-vulnerable households that might suffer damage during heavy rainfall. Mayor Seo visited Jangji-dong Flower Village, which experienced damage last August when over 40 buildings were flooded and 63 households were displaced due to heavy rain.
Following the mayor’s directive to “promptly restore the flood-damaged areas in Flower Village,” the district completed flood prevention construction in November last year. Considering the relatively low terrain of the village, a 240-meter flood barrier was installed with 16 floodgates densely arranged between them to prevent damage during heavy rain. Additionally, a 110-meter continuous rainwater gutter was installed alongside the road to facilitate drainage.
At the site, Mayor Seo emphasized, “Thanks to the district’s proactive measures, no damage like last year will occur in Flower Village regardless of how much it rains this year. The responsible departments must strictly manage the floodgates to ensure immediate response in emergencies.” He also carefully inspected the sewer CCTV demonstration to check for any damage or foreign objects.
Moreover, the district has been thoroughly managing the ‘rainwater gutters,’ which are critical urban flood control facilities, to ensure they function properly. From March to June this year, a total of 37,454 rainwater gutters were dredged, and 825 personnel, including employees of community service centers, sanitation workers, neighborhood leaders, and managers of commercial facilities, were designated for focused management.
In June, ahead of the monsoon season, resident-led cleaning organizations such as Seoul Clean Day were operated to continuously clean around 8,263 concentrated cleaning areas within the district, taking preemptive measures to prevent rainwater gutters from being blocked by cigarette butts and other trash.
