Will 'Overlapping Regulations' in Pogok-eup Area Be Lifted?…Yongin City Requests Ministry of Environment for Deregulation

View original imageYongin City in Gyeonggi Province is taking steps to resolve overlapping regulations in the Pogok-eup area of Cheoin-gu, which is subject to multiple restrictions such as the 'Han River Watershed Act' and the 'Military Facilities Protection Act.'
The Pogok-eup area in Cheoin-gu is subject to overlapping regulations including the waterfront zone defined by the 'Act on the Improvement of Water Quality of the Han River Watershed and Support for Residents' and the military facilities protection zone under the 'Military Bases and Military Facilities Protection Act.'
Yongin City explained that although Article 4, Paragraph 2 of the Han River Watershed Act stipulates that when the Minister of Environment designates and announces a waterfront zone, military facilities protection zones should be excluded from the waterfront zone, the Pogok-eup area is still subject to overlapping regulations, causing significant inconvenience to residents.
Accordingly, Mayor Lee Sang-il of Yongin recently met with Shin Jin-su, Director General of Water Management Policy at the Ministry of Environment, to explain the situation and request the removal of the overlapping regulations.
At the meeting, Mayor Lee said, "Citizens of Pogok suffer infringement of property rights due to the designation of the military facilities protection zone, and the waterfront zone designation prevents the establishment of apartment complexes, restaurants, bathhouses, and other facilities, causing great inconvenience in daily life. Since the waterfront zone designation is legally incorrect, we ask for its removal."
Earlier, immediately after taking office in July last year, Mayor Lee ordered the formation of a 'Regulation Relief Task Force' and urged efforts to identify and eliminate various unreasonable regulations.
In line with this, Yongin City is verifying areas subject to overlapping regulations, including Jeondae, Dunjeon, Samgye, Yeongmun, Yuwon, and Sinwon-ri in Pogok-eup, Chobu-ri in Mohyeon-eup, and parts of Yubang-dong, as well as locations mistakenly designated as waterfront zones due to incorrect distance calculations from both banks of rivers, and is working on requesting the Ministry of Environment to lift these designations.
Yongin City secured supplementary budget in April to conduct a field survey, and plans to proceed with the process of lifting the waterfront zone designation in coordination with the Han River Basin Environmental Office and the Ministry of Environment once the survey results are available in September.

Mayor Lee Sang-il stated, "We will do our best to resolve the overlapping regulations on Pogok-eup and lift the waterfront zone designation. This will greatly alleviate the inconvenience experienced by citizens in the Pogok-eup area who have been subject to double regulations and improve their quality of life."
