Daegu City Councilor Ryu Jong-woo Introduces Ordinance to Eradicate Abuse of Power
Including Paid Leave and Preventive Education
Daegu City Council member Ryu Jong-woo (People Power Party, Buk-gu 1) has taken the lead in proposing the "Partial Amendment to the Ordinance on Eradicating Gapjil Behavior in Daegu Metropolitan City" at the 301st regular session.
Daegu City has remained at grade 4 (out of 5 grades) for two consecutive years in the comprehensive integrity evaluation of public institutions conducted by the Anti-Corruption and Civil Rights Commission, highlighting the need for increased attention and efforts to improve integrity.
Last year, the ordinance on eradicating Gapjil behavior in Daegu Metropolitan City was enacted to eliminate Gapjil acts by public officials, including the operation of a reporting and support center for Gapjil behavior and protection of whistleblowers. However, since Gapjil involves perpetrators exercising de facto influence from a superior position, investigations and measures related to it have been insufficient, and in some cases, victims and perpetrators were not even separated.
Although the current ordinance stipulates identity protection and confidentiality for whistleblowers, there may be cases where the victim and the whistleblower are not the same person. Therefore, the ordinance was amended to allow the Mayor of Daegu to take appropriate measures such as changing the workplace, reassignment, or ordering paid leave to protect victims when necessary, improving operational shortcomings.
Additionally, the amendment mandates that Gapjil prevention education be conducted at least once a year, reinforcing the commitment to eradicating Gapjil behavior.

Council member Ryu Jong-woo, who led the amendment proposal, stated, “I hope that Gapjil behavior will be eradicated in Daegu as soon as possible, leading to trustworthy administration and a healthy public service culture for citizens.” He added, “I wish for everyone’s efforts so that when people think of integrity, Daegu will be the first city that comes to mind, becoming a ‘Gapjil Clean City Daegu.’”
