Yeongdeungpo-gu Implements 'Flood Forecast and Warning System' for Safer City Development
From this year, the flood forecast and warning system will be implemented for the first time in expected flood areas to minimize residential flood damage

Yeongdeungpo-gu (District Mayor Choi Ho-kwon) will implement a ‘Flood Forecast and Warning System’ that quickly alerts residents of flood risks when rainfall or water depth measurements exceed certain criteria, amid expectations of record-breaking heavy rain and typhoons due to the super El Ni?o this year.
Although there were advisories and warnings for heavy rain, typhoons, and floods, no information was provided specifically regarding residential flooding.
Accordingly, the district has supplemented the previously insufficient emergency alert system and will operate the ‘Flood Forecast and Warning System’ to notify residents in advance when rainfall or water depth measurements exceed certain thresholds.
The district issues flood forecasts when ▲ hourly rainfall exceeds 55mm or 20mm per 15 minutes ▲ flood depth exceeds 15cm based on road water level gauges (at Boramae Station Exit 4 and Daerim Children's Park) ▲ sewer pipe water level gauges at eight locations including Sinpung-ro 39 reach the ‘caution’ level.
Upon issuing a flood forecast, the district activates ‘Companion Partners’ who visit households managed by community leaders, neighbors, and care officials to support vulnerable groups such as severely disabled persons, the elderly, and children.
Then, immediate on-site dispatch and CCTV monitoring assess the risk level to decide whether to escalate to a ‘Flood Warning.’ When a flood warning is issued, the district promptly sends disaster safety messages to residents.
According to the district, the flood forecast and warning system proactively shares flood information with the police, fire department, and other related agencies to strengthen the response system, enabling swift action even in emergencies.
Meanwhile, to prevent flood damage, the district installs backflow preventers and water barriers in flood-prone areas and semi-basement homes, and supports applications for rental and purchase housing from Korea Land & Housing Corporation and Seoul Housing & Communities Corporation for those wishing to relocate from semi-basement homes.
Additionally, portable and mobile water barriers are distributed to community centers, flood response teams, and apartment complexes. Four sluice gates located at Nodul-gil entrances were inspected to block the Han River’s overflow from flooding the city.

We will create a safe Yeongdeungpo free from various summer disasters with flawless safety measures including installation and inspection of flood prevention facilities and relocation from semi-basement homes.”
