With "Yellow Envelope Act, Request for Veto to Yoon if Passed in the Plenary Session"

The People Power Party plans to recommend that President Yoon Seok-yeol exercise his right to request a reconsideration (veto power) if the so-called "Yellow Envelope Act" (Amendment to the Labor Union and Labor Relations Adjustment Act), which was directly submitted to the plenary session of the National Assembly led by the opposition party, is forcibly passed in the plenary session.
Yoon Jae-ok, floor leader of the People Power Party, stated at the Supreme Council meeting held at the National Assembly on the morning of the 25th, "If the Yellow Envelope Act passes in the plenary session, our party will request the President to exercise his right to request reconsideration."
He continued, "We strongly urge the immediate withdrawal of the Yellow Envelope Act," emphasizing, "The People Power Party will do its best to block the Yellow Envelope Act."

View original imageFurthermore, Yoon said, "If the reason for pushing through a bill with obvious side effects and harms is to once again provoke the President's right to request reconsideration, it cannot be called anything but a very low-level political behavior," adding, "The public will no longer tolerate such bad politics, and the responsibility for legislative recklessness will fall entirely on the Democratic Party." Previously, President Yoon exercised his right to request reconsideration on the 'Nursing Act' and 'Grain Management Act,' which were passed in the plenary session led by the opposition party.
Regarding the Democratic Party's forced passage of the Yellow Envelope Act, Yoon criticized, "Despite much higher public opposition, they repeated legislative recklessness looking only at the Korean Confederation of Trade Unions (KCTU) and their hardcore supporters," calling it "a law that encourages illegal strikes and is a destructive bill that inflicts irreparable fatal damage on the Korean economy."
He also pointed out, "The Democratic Party claims that the law encouraging illegal strikes protects workers, but even looking at the core exemption clause for illegal acts in this law, it is nothing but a law to protect only the KCTU," adding, "It will only strengthen the privileges of a small vested interest group such as the KCTU, widening the gap with the majority of unorganized workers and further deepening the dual structure and polarization of the labor market."
The Yellow Envelope Act includes provisions such as expanding the concept of employers to strengthen the responsibility of the primary contractor company for subcontracted workers and restricting claims for damages and provisional seizure against striking workers.
The People Power Party views the direct submission of the Yellow Envelope Act to the plenary session as a violation of the National Assembly Act. Yoon explained, "The Yellow Envelope Act was under review in the Legislation and Judiciary Committee," and added, "We will consider filing a constitutional complaint."

Supreme Council member Cho Su-jin also said at the meeting that day, "The Yellow Envelope Act is a bill that should be discarded, not directly submitted, but considering the Democratic Party's behavior so far, there is a high probability it will be unilaterally passed in the plenary session," adding, "Inducing the President's right to request reconsideration through forced passage is the Democratic Party's only strategy." Along with this, Cho pointed out, "Even if they do so, it will not cover up the judicial risks of Lee Jae-myung, the outdated money envelope incident at the party convention, or the coin gate scandal involving Lee's closest aide, Representative Kim Nam-guk."
