Starting with "To my neighbors," he wrote, "This place was a blessed location for me. My wife and I were able to live together with our daughter and her family, and I enjoyed watching my grandchildren grow up healthily." He also expressed gratitude, saying, "I was able to take walks in Ttukseom Hangang Park every morning and evening, was re-elected as Seoul Mayor, and thankfully, you all became good neighbors."
Mayor Oh continued, "I hoped this daily life would continue, but as visits to this place with raised voices directed at me became frequent, I had to change my mind," and wrote, "Even if I have to give up the joy I enjoyed here, I decided to return a peaceful daily life to my neighbors."
After returning to the mayoral office through a by-election in April 2021, Mayor Oh commuted from his home in Gwangjin-gu to Seoul City Hall, aiming to prevent unnecessary tax waste by not using a separate official residence. However, due to ongoing protests around his home causing noise and traffic inconveniences to nearby apartment residents, he ultimately decided to move to the official residence.
At the end of the letter, he concluded with, "I will never forget the time spent with you wherever I am," and signed off as "Your neighbor, Oh Se-hoon."
