The quantitative evaluation assigns target values by city and province and assesses whether they were achieved, while the qualitative evaluation selects two excellent cases per indicator.


From January to April, the evaluation was conducted through mutual verification between cities and provinces, collective verification by 29 central ministries, and 89 joint evaluation team members, following fair and objective procedures. The final decision was made after review by the Ministry of the Interior and Safety Joint Evaluation Committee and the Government Work Evaluation Committee of the Office for Government Policy Coordination.


Ulsan City achieved its targets in 72 out of 78 quantitative indicators (92.3%), securing first place among special and metropolitan cities. This achievement rate is 4.4 percentage points higher than the average for special and metropolitan cities (87.9%).
