Park Gang-su, District Mayor, “Must Be a Practical Compensation for Affected Residents... A Genuine Convenience Facility for the Majority of Residents”
“The Dangin-dong Resident Convenience Facility should be a facility for local residents who have suffered damage for a long time due to the Dangin-ri Thermal Power Plant, yet the facilities that residents have continuously demanded were not reflected.”
This was the main content of 2,515 petitions submitted in January by the Dangin-dong Resident Convenience Facility Existing Design Opposition Promotion Committee, composed of residents from Seogang-dong and Hapjeong-dong near the power plant. In addition to submitting petitions, complaints with the same content continued.
In response, Mapo-gu formed the Dangin-dong Resident Convenience Facility Win-Win Committee, including residents from Seogang-dong and Hapjeong-dong and experts. Reflecting the resolution to “proceed as quickly as possible with a design that incorporates residents’ demands,” the existing design was thoroughly reviewed, resulting in a major decision to change the design of the resident convenience facility.
A district official explained, “It is natural that the resident convenience facility reflects the demands of local residents, and the interior should be a space usable by everyone regardless of age or gender, not a facility for specific members only. At the same time, we established a plan to change the design to maximize user convenience and facility efficiency.”
The Dangin-dong Resident Convenience Facility was originally designed as a basement one floor and four floors above ground, with a total floor area of 5,260㎡, including a swimming pool, gymnasium, and futsal field.
The district continuously reviewed design improvement plans to enhance space efficiency, increasing the total floor area to 8,000㎡ by adding an underground parking lot and various convenience facilities.
Reflecting the opinions of residents from Seogang-dong and Hapjeong-dong, a fitness sauna was created instead of a swimming pool, and the futsal field planned for the rooftop was changed to a rest facility equipped with an observatory and planetarium.
In particular, with the addition of an underground parking lot that was not in the original design, parking spaces increased from 51 to about 71, and on the first floor, which previously had no facilities other than the lobby, restrooms, convenience stores, cafes, and restaurants were added. This greatly enhanced user convenience and created a foundation to accommodate more users.
The Win-Win Committee’s decision to urge rapid project promotion was also fully reflected.
On the 21st, Mapo-gu signed a ‘Public-Private Cooperation MOU for the Construction of Dangin-dong Resident Convenience Facility’ with the design firm, construction company, and construction management team (photo). They agreed to actively cooperate to improve problems in the existing design, reduce the budget, and accelerate project promotion.
Accordingly, the district plans to speed up the project and complete the Dangin-dong Resident Convenience Facility by December 2024.

Park Gang-su, Mayor of Mapo-gu, said, “Since the Dangin-dong Resident Convenience Facility must be a practical compensation for local residents who have suffered damage for a long time due to the thermal power plant, it will be built as a practical convenience facility that prioritizes residents’ opinions. At the same time, it will be constructed as a facility that can be used by the majority of residents, not just specific groups or classes, making it a place where all residents can dream of a hopeful future.”
