Changwon Special City, Defend the Population of One Million
Various Benefits, Mobile Move-in Registration, and Nighttime Move-in Registration Services Available
Changwon Special City in Gyeongnam recognized the seriousness of continuous population decline last March and established and announced a plan to expand the “Finding Hidden Population Addresses in Every Corner” city-wide movement to maintain a population of one million. All city employees are working as one team with full effort.
All departments of Changwon Special City visit related organizations, companies, universities, dormitories, and more to share the seriousness of the city’s ongoing population decline and encourage relocation by informing workers, students, citizens, and other hidden populations who do not have an address in the city about various benefits and policies by sector.
Major relocation benefits include the “University (Graduate) Student Living Stability Support Fund” and the “Corporate Worker Relocation Support Fund.” The “University (Graduate) Student Living Stability Support Fund” can be applied for immediately upon relocation from other cities or counties.

View original imageUniversity (graduate) students who have been registered residents in other cities or counties for more than one year and relocate to Changwon City, maintaining their address here (applicable to those who relocated after September 2019), can receive support of 60,000 KRW per month for up to three years.
The “Corporate Worker Relocation Support Fund” provides an initial support payment of 200,000 KRW (for those who relocated after 2021) and up to 30,000 KRW monthly for one year if corporate workers who have been registered residents in other cities or counties for more than one year relocate to Changwon City and maintain their address for more than six months. In addition, the city promotes various other benefits such as support for jeonse deposit return guarantee fees, childbirth congratulatory money, and automatic enrollment in Changwon Citizen Safety Insurance.
To deliver these latest population policies to citizens quickly and easily, the city also operates a population policy website. Designed with a user-centered approach, the city’s population policy website organizes and provides information on various population policy projects scattered across different sectors by life cycle, allowing citizens to view them all at once.
Field employees at district offices and eup/myeon/dong offices, who perform practical work on the front lines, implement field administration tailored to local characteristics according to the city’s overall administrative direction. The five district offices have each formed a “One Million Population Defense Team” to concentrate frontline administrative power and carry out various relocation support activities such as surveys on unregistered resident populations, customized visiting relocation support, nighttime relocation service desks, and the “Finding Hidden Population Addresses in Every Corner” relay campaign.

View original imageUichang and Seongsan Districts, where many companies and public institutions are located, actively operate “Visiting Relocation Registration Desks” by visiting universities, public institutions, companies, dormitories, and focus on discovering unregistered households within the district and spreading the campaign.
Jinhae District, adjacent to Busan, promotes various benefits available to Changwon citizens to the floating population residing without relocation registration and strives to find hidden population addresses through street campaigns.
During neighborhood association meetings and group discussions, district heads and eup/myeon/dong chiefs personally explain the current population crisis situation of the city and actively encourage participation in the “Finding Hidden Population Addresses” movement. The civil affairs and land registration departments of each district office also operate “Certified Real Estate Agent Relocation Promotion Supporters,” maintaining active cooperation with related organizations and groups.
Mayor Hong Nam-pyo said, “I ask for active participation in the ‘Finding Hidden Population Addresses in Every Corner’ campaign so that those residing in Changwon but who have not yet moved their address or were unaware of relocation benefits can learn about them.”
