Three Aging Industrial Complexes in Jeonnam, Busan, and Incheon Newly Designated as Smart Industrial Complexes
The Gwangyang National Industrial Complex (Jeonnam), Sinpyeong and Jangnim General Industrial Complexes (Busan), and Korea Export National Industrial Complex (Incheon, Bupyeong and Juan Industrial Complexes) are transforming from their old and outdated industrial complex images into dynamic and innovative industrial spaces.
On the 19th, the Ministry of Trade, Industry and Energy announced that it had newly designated the Gwangyang National Industrial Complex, Sinpyeong and Jangnim General Industrial Complexes, and Korea Export National Industrial Complex as Smart Green Industrial Complexes at the Competitiveness Enhancement Promotion Committee for Old Industrial Complexes, jointly held with the Ministry of Land, Infrastructure and Transport the day before. This is a follow-up measure in accordance with the national agenda and the "Comprehensive Plan for Industrial Complex Innovation" announced last November.
So far, the government has designated a total of 15 Smart Green Industrial Complexes, including Changwon National Industrial Complex and Banwol-Sihwa National Industrial Complex, supporting digitalization of manufacturing processes, energy efficiency, and improvement of working and living conditions. The newly selected Gwangyang Industrial Complex, Sinpyeong-Jangnim Industrial Complex, and Korea Export Industrial Complex were chosen through evaluations by private experts based on the "Competitiveness Enhancement Plan centered on Industrial Complexes" independently established by local governments.
Jeollanam-do has presented the vision for the Gwangyang National Industrial Complex as a "Future Steel Industrial Complex Taking a New Leap," and plans to promote key projects such as low-carbon technology development for the steel industry, establishment of shared hydrogen supply infrastructure for Gwangyang and Yeosu industrial complexes, building a manufacturing innovation foundation for digital transformation, and creating beautiful streets. Through these efforts, they aim to achieve goals such as greenhouse gas reduction, expansion of smart factories, and improvement of youth employment rates.
Busan City has presented a vision to develop the Sinpyeong-Jangnim General Industrial Complex into an "advanced manufacturing hub driving regional development where industry, environment, and people coexist" by building a future new industry ecosystem through manufacturing innovation, transforming into an eco-friendly industrial complex through energy self-sufficiency, and expanding complex cultural and park facilities for workers. They have set goals to increase the production value, export volume, and employment figures of the Sinpyeong-Jangnim Industrial Complex annually.
Incheon City has presented a vision to "transform the Bupyeong and Juan areas within the Korea Export National Industrial Complex into an innovative region where companies grow and people visit." To this end, they plan to focus on establishing a manufacturing digital transformation anchor base, creating an ecosystem ladder for corporate growth, and supporting eco-friendly infrastructure to lead carbon reduction and green energy. They have also set goals such as increasing industrial complex production value, creating new jobs, and reducing greenhouse gas emissions.

Going forward, the government stated that it plans to support local governments to proactively promote digitalization and eco-friendliness of industrial complexes. In particular, to enhance the concreteness and feasibility of key projects envisioned by local governments, group consulting composed of private experts will be conducted, and efforts will be made together to secure budgets necessary for the implementation of local government projects.
