Realizing a 'Small and Efficient Local Government'... Ulsan City Enhances Workforce Operation Efficiency
Effort for Reassignment of Contract and Temporary Public Officials
On the 31st, Ulsan City established a basic personnel operation plan for the reallocation of personnel and adjustment of tasks, including public officials and fixed-term workers, to realize a smaller and more efficient local government.
Public officials refer to civilians who are not public officials under the 'Local Public Officials Act' and have signed an indefinite labor contract with Ulsan City.
The current number of public officials in the city is 326, which has increased more than threefold compared to 92 in 2017.
The number of fixed-term workers hired for simple tasks has also increased every year, and this year, about 500 fixed-term workers are expected to be employed. Therefore, the need for personnel reallocation through job analysis has increased to ensure efficient budget and personnel management.
Accordingly, Ulsan City will minimize new hires considering the number of retirees by job category, and will carefully analyze and adjust the current work status to reallocate existing personnel.
For job categories where the same tasks are performed differently by each department, the city plans to unify working methods and adjust operational procedures.

A city official stated, “Over the past four years, the number of public officials has surged due to the conversion of non-regular workers in the public sector to regular positions. Along with reducing public official personnel, we will strive for a smaller and more efficient local government through the reallocation and adjustment of public official personnel.”
