On the 25th, downtown Seoul is experiencing traffic congestion due to various rallies and events.
About 13,000 members of the Korean Confederation of Trade Unions (KCTU) held a "People's Livelihood Collapse, Prosecution Dictatorship Yoon Seok-yeol Judgment Struggle Declaration Rally" in Daehak-ro, Seoul, in the afternoon. Four out of six lanes on Daehak-ro near Hyehwa Station on Subway Line 4 are closed, causing severe congestion on surrounding roads. After the rally, the members plan to march from the Jongno 5-ga intersection through Euljiro Entrance to Seoul City Hall, during which two lanes in that section will be closed.

Near Seoul City Hall, progressive groups such as Candlelight Action and the Korea-Japan Historical Justice and Peace Action are scheduled to hold rallies. Including these groups, the total number of participants is expected to rise to around 30,000. On the same day, Kukkiwon held the "National Taekwondo One Heart Grand Festival" at Gwanghwamun Square and Sejong-daero, with 10,000 participants. Citizens and visitors are mingling, making the area crowded.

The police are controlling some lanes in both directions from the Samgeori intersection in front of Gyeongbokgung Palace to the Gwanghwamun intersection and operating reversible lanes. The Seoul Metropolitan Police Agency has deployed about 240 traffic officers along the rally and march routes to minimize inconvenience to citizens caused by traffic congestion.
