Formation of 50 Experts in Related Fields Starting from March
Pohang City will operate the ‘Apartment Quality Inspection Team’ starting from March to prevent move-in defect complaints in newly constructed apartment complexes, improve construction quality, and proactively respond to move-in disputes.
On the 28th, Pohang City held the '1st Pohang City Apartment Quality Inspection Team Appointment Ceremony' at City Hall.
View original imageThe ‘Apartment Quality Inspection Team’ is composed of 50 experts including university professors, architects, professional engineers, and housing managers specializing in fields related to apartment construction such as architecture, fire safety, electrical, telecommunications, landscaping, and structural engineering.
After a preliminary visit by prospective residents of newly constructed apartments, inspections will be conducted on common and private areas based on relevant apartment-related laws, move-in recruitment announcements, design documents, and finishing material lists. The purpose is to alleviate prospective residents’ concerns about construction quality and to prevent move-in complaints before the usage inspection.
The quality inspection targets are buildings subject to housing construction project plan approval under Article 15 of the Housing Act and buildings with housing permits under Article 11 of the Building Act that have 100 or more units, following the enactment and enforcement of the ‘Pohang City Apartment Quality Inspection Team Establishment and Operation Ordinance’ on December 7 last year.
Currently, prospective apartment residents can visit before move-in to check the construction status of tile work, wallpapering, furniture, and other works. However, due to a lack of expertise, prospective residents face limitations in identifying defects or quality issues in the completed apartments, which involve numerous materials and complex processes. After move-in, collective complaints and legal disputes often arise between residents and constructors over defects and poor workmanship, so the effectiveness of pre-move-in inspections has not been secured.
Accordingly, the city held the ‘1st Pohang City Apartment Quality Inspection Team Appointment Ceremony’ at City Hall on the 28th and plans to start full-scale operations from March to take proactive measures.
