It Got Resolved After the Change... Ulsan City Publishes Best Practices Book on Regulatory Innovation
"Sharing and Expanding Cases Such as Early Commercialization of Hydrogen Ships"
[Asia Economy Yeongnam Reporting Headquarters Reporter Kim Yong-woo] Ulsan City published the "2022 Ulsan Metropolitan City Regulatory Innovation Best Practices Collection," which contains cases of regulatory innovation from last year.
The Best Practices Collection includes a total of 14 excellent cases, such as a public-private partnership case that created a new access road to farmland lost due to the double-track railway project in the field of resolving citizen inconveniences, and leading the hydrogen eco-friendly industry through hydrogen mobility demonstration and standard establishment in the field of revitalizing the local economy.
First, the case of "creating a new access road to farmland through public-private cooperation" promoted in Buk-gu, Ulsan, involved resolving continuous complaints about traffic inconvenience caused by the loss of farmland access roads due to the Donghae Nambu Line Ulsan-Pohang double-track railway project.
Officials provided convenience for farming activities by securing farmland access roads through continuous field investigations and consultations, transferring the management of railway facilities from the Korea Rail Network Authority to Buk-gu Office, and agreeing to open the farm roads.
The "Leading Green Industry" case overcame the difficulty that, although Ulsan has technology to manufacture products using hydrogen fuel cells as power sources such as hydrogen forklifts and hydrogen ships in addition to hydrogen electric vehicles, commercialization was impossible due to regulatory application limits.
By utilizing the special provisions designated for the Hydrogen Green Mobility Regulatory Free Zone, they laid the groundwork for product commercialization through regulatory improvements such as demonstrating the feasibility and safety of the demonstration method and revising laws and regulations.
This case won the Excellence Award at the Ministry of the Interior and Safety's Local Regulatory Innovation Competition in November last year. The Best Practices Collection also includes three excellent cases of shadow and behavioral regulation improvements and 14 excellent cases of improvements from the Regulatory Reform Ombudsman.

Ulsan City plans to distribute the collection to all departments, districts, counties, and related organizations to widely spread consensus on the necessity of regulatory innovation and to lead regulatory innovation to be promoted more effectively.
