'Opportunity Competition Workshop' Held by Kim Dong-yeon: "Let's Break Three Taboos Including Established Interests"

At the '2023 Opportunity Gyeonggi Workshop' held on the 6th at the multipurpose hall of the Gyeonggi Provincial Government Office, Governor Kim said, "It is said that this is the first time in history that Gyeonggi Province executives and heads of public institutions have gathered all at once. It seems we are making a new record today." He added, "There were unintended conflicts due to lack of frequent communication between the heads of institutions and departments, so I hope this will be an opportunity to resolve all of them at once."
Governor Kim then proposed breaking three taboos: 'vested interests, worldviews, and inertia and lethargy.'
He pointed out, "First, let's start by breaking the vested interests we hold. Our society tends to point fingers at breaking others' vested interests but fails to break its own. If we say we want to reform something but cannot break the vested interests we ourselves hold, it will end up being just a show."
He continued, "Second, I hope we break the worldview we have. A cabbage worm thinks the inside of the cabbage is its entire world. Such a worldview tends to be narrow, especially for those whose positions are stable and who do not require much challenge or new attempts. Let's reflect on ourselves and break it."
He added, "Third, let's break the inertia and lethargy held by public officials and public institutions. I hope we bring imagination, drive, and execution power that transcend undesirable administrative culture and the culture, lethargy, and inertia of the public sector."
Regarding the attitude toward the workshop, Governor Kim said, "Don't feel too burdened. Although we will be here until late at night, I hope you enjoy this time as much as possible. Don't think of it as homework; I hope you comfortably share many things you want to say." He urged, "There is nothing as powerful as someone working because they want to. As public officials, please do your best for the residents with a sense of responsibility, and even if it is difficult, approach it with a joyful heart."
The province explained that this event is particularly meaningful as it is the first workshop where department heads and heads of public institutions, who decide major provincial policies, gather together to discover policies.
It is an extension of the so-called 'breaking the mold administration,' following last year's Opportunity Gyeonggi Innovation Forum 'Gyeongbasi (Time to Change Gyeonggi Province)' Season 1, aimed at finding solutions to secure future growth engines.
Earlier, on the 5th, Governor Kim emphasized through his social media that the workshop is a "three no (無) event" with no preliminary materials, no mobile phones, and no time constraints. He especially stressed several times that "there must be no overtime work for employees supporting department heads. Such small efforts are the beginning of great change."
Meanwhile, the workshop, which started at 3 p.m. that day, was divided into two sessions lasting over 500 minutes: a discussion on the 'Opportunity Policy Blueprint' and a free discussion on 'Signature Policy Discovery,' continuing until late at night.
