Annual Issuance Quota for Skilled Worker Visas Expanded
[Asia Economy Reporter Kim Daehyun] The Ministry of Justice will improve and implement the 'Foreign Skilled Worker Visa System' starting January next year. This is to strengthen competitiveness in advanced industries and resolve labor shortages in the industrial sector.
According to the Ministry of Justice on the 28th, a 'negative system visa' (E-7-S) will be newly established for workers in advanced industries and high-income earners. The negative system refers to setting certain prohibited items while allowing everything else. Visa issuance will be broadly permitted for prospective advanced industry workers who meet certain score requirements and high-income earners whose previous year's per capita Gross National Income (GNI) is three times or more. However, simple labor, general clerical positions, and occupations contrary to good social customs are excluded.
The annual issuance quota for skilled worker visas (E-7-4) will also be significantly expanded from 2,000 this year to 5,000 next year. So far, the annual issuance of skilled worker visas has been extremely limited, and the industrial sector has continuously requested an expansion of visa issuance for skilled workers with technical expertise.
Additionally, the requirements for visa issuance for foreign workers employed by small and medium-sized enterprises (wage standards), the visa requirements for foreign workers employed by companies returning to Korea (work experience), the number of foreign workers eligible for visa issuance in the hotel industry (from 2 to 5), and the visa issuance requirements for companies employing shipbuilding welders (based on employing companies) will be relaxed.

Minister of Justice Han Donghoon stated, "The main direction of future immigration and entry-exit policies is to attract skilled workers and advanced science talents, not unskilled labor, to voluntarily contribute to national development," adding, "In the process, we will strictly prevent illegal stays and maintain strict order of residence."
