DL E&C with 4 Deaths This Year... 459 Violations Found in On-Site Investigation
The Ministry of Employment and Labor uncovered a total of 459 safety violations at DL E&C's construction sites, where four fatal accidents occurred this year alone.
On the 28th, the Ministry announced that after conducting four rounds of inspections at 67 major sites managed by DL E&C, violations were found at 65 locations, totaling 459 cases.
Ranked third in construction capability evaluation, DL E&C experienced four worker fatalities due to accidents: a cable drum accident in Jongno-gu, Seoul in March, an excavator accident in Gwacheon-si, Gyeonggi Province in April, a concrete pump truck accident in Anyang-si, Gyeonggi Province in August, and a mobile crane accident in Gwangju-si, Gyeonggi Province in October.
In response, the Ministry of Employment and Labor conducted focused safety inspections at DL E&C construction sites four times from April through last month.
Among the 459 violations, 158 cases will face legal action, and 301 cases will be fined a total of 777.64 million KRW.
The major safety violations subject to legal action included 67 cases of failure to comply with basic safety measures to prevent falls, 40 cases of violations such as improper assembly of formwork supports that could cause large-scale collapses, 8 cases of machinery and equipment safety violations, and 43 cases of other safety management violations.
Violations subject to fines included 99 cases of failure to conduct safety and health education for managers and workers, 17 cases of failure to submit hazardous and risk prevention plans or reflect design changes, 13 cases of inadequate establishment and operation of communication systems involving workers, and 179 other cases such as failure of supervisors to conduct risk assessments and improper use of industrial safety and health management expenses.
Among the top 50 construction companies this year, 25 companies including POSCO Engineering & Construction, Hoban Construction, Daebang Construction, and Taeyoung Construction reported no fatal accidents. In contrast, four companies including DL E&C experienced three or more fatal accidents.

Ryu Kyung-hee, Director of the Industrial Safety and Health Headquarters at the Ministry of Employment and Labor, emphasized, "Executives must move away from viewing safety solely as a cost issue, clearly define organizational authority and responsibility, and allocate necessary resources." She added, "Executives of construction companies with multiple fatal accidents this year should once again assess their organizational operations to identify root causes and implement improvements."
