Geochang-gun Ranks 'Best Excellence' Nationwide in Resident Participation Budget System Evaluation

Geochang-gun, Gyeongnam Province, received the national 'Best Excellence' award for the Resident Participation Budget System evaluation.
View original image[Asia Economy Yeongnam Reporting Headquarters Reporter Choi Soon-kyung] Geochang-gun, Gyeongnam Province, received the ‘Best’ award in the 2022 Resident Participation Budget System evaluation and a special grant of 100 million won at the Korea Local Finance Awards ceremony hosted by the Ministry of the Interior and Safety.
This Resident Participation Budget System evaluation selected 22 outstanding local governments nationwide (14 comprehensive awards, 8 special awards) divided into comprehensive and special award categories by type of local government, and Geochang-gun was selected as the best local government in the comprehensive award category for 2022.
The comprehensive award was judged based on ▲formation and operation of resident participation budget organizations ▲scope and authority of resident participation ▲support for resident participation activities ▲potential for development, selecting excellent local governments in order of total score from self-evaluation and document review results. Geochang-gun appears to have received high scores for its efforts to improve and activate the resident participation budget system and its potential for development compared to the previous year.
Geochang-gun enacted the ‘Geochang-gun Resident Participation Budget Operation Ordinance’ in 2011 to introduce the system, and to activate the system, it diversified methods of resident participation and expanded deliberation processes to listen to residents’ voices. As a result, it received ‘Excellence’ awards in 2019 and 2021, and this year, the ‘Best’ award in the evaluation hosted by the Ministry of the Interior and Safety.
Especially this year, by additionally allocating the budget, the Resident Budget School, which was implemented in five regional zones, was expanded to seven zones by adding future generation youth education. To diversify participating residents, youth committee members were appointed, expanding participation not only of current residents but also of the next generation, making great efforts to activate resident participation.

Gu In-mo, the county governor, said, “I believe this best institution award is a result achieved through the active participation of the residents,” and added, “Next year, we will operate the resident participation budget system more effectively to further enhance transparency and accountability in overall financial management.”
